National Policies on Mobile Toilets

Admin October 09, 2026

National policies related to mobile toilets are primarily reflected in the construction and management of tourist toilets, as detailed below:

Comprehensively Promote Standardized Construction of Tourist Toilets

The Notice on Further Strengthening the Construction and Management of Tourist Toilets issued by the General Office of the Ministry of Culture and Tourism requires the organization of promotional and training activities for the 2022 national standard for tourist toilets, covering all competent authorities and owners of tourist toilets, with management personnel of tourist attractions rated 3A and above as the key training targets. At the same time, a work plan for standard compliance assessment should be formulated at the provincial (autonomous region, municipality) level, clarifying the management methods, assessment procedures, and detailed rules for the assessment work, and advancing the compliance assessment of tourist toilets in an orderly manner according to the plan, strictly enforcing assessment discipline and prohibiting the collection of fees from participating units. By the end of the 14th Five-Year Plan period, the implementation rate of the 2022 national standard for tourist toilets should, in principle, reach over 90% (for underdeveloped regions in the central and western regions where achieving this goal is difficult, it should be ensured that the compliance rate of tourist toilets in 4A and 5A tourist attractions and national-level tourist resorts within their jurisdictions reaches over 90%, and the compliance rate of other tourist toilets reaches over 70%). Tourist toilets that have been inspected and rated as 3A according to the 2016 national standard for tourist toilets since 2021 do not need to be reassessed in principle and can be directly designated as Class I toilets under the 2022 national standard.

Improve the Infrastructure Construction of Tourist Toilets

Based on the tourism development plans of various regions, guidance should be strengthened for the construction, renovation, and expansion of tourist toilets, strictly planning toilet layouts, toilet types, and the number of toilet stalls in accordance with national standards. The ratio of male to female toilet stalls should be scientifically configured, and the construction of barrier-free stalls and family restrooms should be vigorously strengthened, with family restrooms achieving full coverage in tourist attractions rated 3A and above, as well as national- and provincial-level tourist resorts. The application of technologies such as micro-flush, waterless flush, biodegradation, new materials, and new energy sources should be enhanced, and efforts should be made to address the challenges of tourist toilet construction in regions with high cold, high altitude, water shortage, and power shortage in light of local conditions.

Standard Specifications for Waterless Flush Sanitary Toilets

Waterless flush sanitary toilets (a type of mobile toilet) are governed by relevant standard specifications, regulated by the GB/T18092-2000 Standard for Waterless Flush Sanitary Toilets, which came into effect on October 1, 2000. These toilets are suitable for locations without access to water supply and drainage systems.
