Mobile Toilet Management Department
The management department of mobile toilets depends on their placement location and nature, as detailed below:

If mobile toilets are placed in public areas within residential communities, such as community roads and green belts, the management is primarily the responsibility of property service enterprises. According to Article 939 of the Civil Code of the People's Republic of China, property service providers are responsible for properly maintaining, repairing, cleaning, landscaping, and managing the common parts of the property service area owned by the property owners, maintaining basic order, and protecting the safety of the property owners. This means that property service enterprises are responsible for the daily maintenance, cleaning, and facility integrity of mobile toilets within the community, ensuring their normal use without affecting the community environment and order.
If mobile toilets are placed outside the planned red line of the residential community, that is, in urban public areas adjacent to the community, the management is the responsibility of the Urban Management Comprehensive Law Enforcement Department (Urban Management Department). According to the Regulations on Urban Appearance and Environmental Sanitation, all units and individuals should maintain the cleanliness of the urban appearance and environmental sanitation and must not stack materials or set up facilities that affect the urban appearance in public places. As temporary facilities, mobile toilets placed in urban public areas must comply with urban appearance management requirements. The Urban Management Department will supervise their placement location, appearance, and sanitary conditions to ensure they do not affect the overall image and public interests of the city.
If mobile toilets are placed to respond to public health events or large-scale events, their management may involve coordination from the health department or event organizers. In the event of a public health crisis, the health department will formulate layout, disinfection, and usage standards for mobile toilets based on epidemic prevention and control needs to ensure public health safety. For large-scale events, event organizers are responsible for the planning, placement, and daily management of mobile toilets to meet the usage needs of participants during the event and cooperate with relevant departments in ensuring sanitation. Relevant departments will formulate specific management plans and measures to ensure that the use of mobile toilets complies with public health and event management requirements.
