Which Department Manages Mobile Toilets

Admin October 09, 2026

The management department for mobile toilets primarily depends on their placement location and nature, as detailed below:

If mobile toilets are placed in public areas within residential communities, such as community roads and greenbelts, the management is primarily the responsibility of property service enterprises. According to Article 939 of the Civil Code of the People's Republic of China, property service providers are responsible for properly maintaining, repairing, cleaning, landscaping, and managing the common parts of the property service area owned by the property owners, maintaining basic order, and protecting the safety of property owners. This means that property service enterprises are responsible for the daily maintenance, cleaning, and facility integrity of mobile toilets within the community, ensuring their normal use without affecting the community environment.

If mobile toilets are placed in areas adjacent to residential communities outside the planned red line of the community, these areas fall under urban public spaces, and the management is the responsibility of the Urban Management Comprehensive Law Enforcement Department (Urban Management Department). According to the Regulations on Urban Appearance and Environmental Sanitation, all units and individuals should maintain the cleanliness and tidiness of the urban appearance and environmental sanitation, and must not stack materials or set up facilities that affect the urban appearance in public spaces. Therefore, the Urban Management Department needs to supervise mobile toilets in public areas to ensure their placement complies with urban planning requirements and does not affect the urban appearance and public order.

If mobile toilets are placed to respond to public health events or large-scale events, management may involve coordination from the health department or event organizers. During public health events, the health department will formulate placement and management plans for mobile toilets based on epidemic prevention and control needs, ensuring they meet hygiene standards and prevent disease transmission. For large-scale events, event organizers need to plan the number and location of mobile toilets reasonably based on the event scale and number of participants, and be responsible for their daily management and maintenance to ensure the smooth progress of the event and the satisfaction of participants' basic needs.
