Mobile Toilet Installation Reporting

Admin September 21, 2026

The reporting for mobile toilet installation should be carried out according to different requirements based on the usage scenario and installation duration:

I. Temporary Placement (e.g., exhibitions, events) If mobile toilets are used for short-term events (such as exhibitions, concerts, etc.), generally, it is only necessary to report to the venue management without a complex approval process. However, it is essential to ensure that the equipment meets hygiene and safety standards and does not occupy fire exits or affect personnel evacuation. If the event involves public areas (such as squares, parks), it is necessary to confirm in advance whether the venue management requires additional permits.

II. Long-term Installation in Public Places (over 3 months) If long-term installation of mobile toilets is required in public places, an application must be submitted to the local urban management and sanitation departments, along with the following materials:

  1. Location diagram: Clearly mark the installation site and surrounding environment;
  2. Equipment specifications: Include dimensions, materials, sewage disposal methods, etc.;
  3. Maintenance plan: Such as regular cleaning and waste disposal plans. Installation can only proceed after approval. If roads or green belts are occupied, additional permits from municipal or landscaping departments are required. Unauthorized placement may result in rectification or fines.

III. Special Requirements for Container Mobile Toilets

  1. Temporary use: If used for short-term events without changing the land use nature, it is necessary to report to the event organizer or venue management and may require temporary permits;
  2. Changing land use: If built on industrial land, agricultural land, or other non-toilet-function land, an application for land use change must be submitted to the natural resources department and approved before construction;
  3. Construction in public areas: Construction in urban roads, parks, etc., requires permits from the urban planning and urban management departments to ensure compliance with planning requirements;
  4. Commercial operation purposes: If used for paid services, in addition to land use change approval, commercial operation procedures such as business licenses and hygiene permits must be obtained.

IV. Special Regulations in Shangqiu Area When installing mobile toilets in the Shangqiu area, it is necessary to report to the local urban management department in advance and ensure that the installation location complies with the 'Urban Environmental Sanitation Facility Setting Standards,' such as maintaining a safe distance from surrounding buildings and not affecting the city's appearance.
