Mobile Toilet Bidding Plan

Admin September 23, 2026

The mobile toilet bidding plan typically includes core elements such as project overview, budget, bidder qualifications, acquisition of bidding documents, submission of bid documents, bid opening time, and location. Some plans also detail implementation plans and after-sales services.

1. Project Overview and Budget
The procurement objectives must be clearly defined, such as upgrading existing facilities or increasing the number of public toilets. For example, one project involved upgrading one sanitation mobile toilet and adding 12 new public toilets along streets, with a budget of 7 million yuan; another project constructed two new public toilets with a budget of 727,900 yuan. The budget should cover the entire process costs, including equipment procurement, installation, transportation, and taxes. Some small-scale projects, like the procurement of integrated mobile toilets by Minnan Normal University, had a budget of only 35,000 yuan, reflecting differences in scale.

2. Bidder Qualification Requirements
Key conditions include:

  • Legal Compliance: Bidders must comply with Article 22 of the Government Procurement Law and must not be listed as dishonest individuals subject to enforcement, parties in major tax violation cases, or entities with serious violations of government procurement laws.
  • Enterprise Type: Some projects are specifically targeted at small and micro enterprises, such as a project in Shanghai that explicitly requires suppliers to be small and micro enterprises.
  • Qualifications and Personnel: Construction projects require a general construction contracting qualification of Grade III or above, a safety production permit, and the designated project leader must hold a Grade II or above registered construction engineer qualification.

3. Acquisition of Bidding Documents and Submission of Bid Documents

  • Acquisition Methods: Mostly available for online download (e.g., Shanghai Government Procurement Network) or in-person purchase (with a document fee, such as 500 yuan). The time frame is usually 5-10 days, and the deadline must be strictly adhered to.
  • Submission Requirements: The deadline, location, and format (paper or electronic) must be clearly specified. For example, the Shanghai project required submission to a designated address in Xuhui District by 10:30 AM on June 6, 2025; the Pudong New Area project specified on-site submission by 1:30 PM on June 22, 2026.

4. Bid Opening Time and Location
The bid opening time is usually the same as the bid submission deadline, and the location must be consistent with the bidding documents. For example, the Pudong New Area project specified a bid opening time of 1:30 PM on June 22, 2026, at a location in Pudong New Area.

5. Extended Content (Included in Some Plans)
Large-scale projects may detail implementation plans, such as supply, installation, after-sales service plans, and emergency response plans; small-scale projects may simplify the process, such as the Minnan Normal University project, which adopted the lowest bid evaluation method, did not require a bid bond, and allowed response documents to be delivered to the security office.
