Mobile Toilet Being Towed Away Incident
In the incident of a mobile toilet being towed away on a Hebei expressway on May 11, 2025, a woman was accidentally taken onto the expressway due to the driver's negligence and design flaws in the toilet. She eventually escaped safely. The incident exposed management loopholes and safety hazards, with the driver involved required to bear legal responsibility and the management required to compensate for the losses.

Incident Details
While using a blue-and-white mobile toilet near the expressway, the cleaning truck driver started the vehicle without checking if anyone was inside, towing the woman and the toilet onto the expressway. Due to the toilet's good sound insulation, the woman did not notice the abnormality in time. It was not until the vehicle approached the expressway exit that she knocked on the toilet wall, attracting the driver's attention and allowing her to escape safely.
Exposed Problems
- Management Loopholes: The cleaning truck driver did not follow standard procedures and failed to confirm if anyone was inside the toilet, reflecting deficiencies in facility management and personnel operation procedures at the relevant enterprise. For example, the enterprise did not provide sufficient safety training for the driver and did not establish a strict pre-towing inspection system, leading to the driver's negligence and the resulting accident.
- Design Flaws: The mobile toilet had excessively good sound insulation, preventing internal occupants from promptly noticing the movement of the external vehicle. Additionally, it lacked emergency alarm devices, internal emergency switches, or automatic unlocking functions, posing significant safety hazards. This prevented the woman from seeking help externally or escaping on her own after the toilet was towed away.
Legal Responsibility and Compensation
- Driver's Responsibility: The transport vehicle driver is required to bear legal responsibility. According to Article 55 of the Regulations on the Implementation of the Road Traffic Safety Law, the cargo compartment of a freight vehicle shall not carry passengers. According to Article 92 of the Road Traffic Safety Law, if a freight motor vehicle carries passengers in violation of regulations, six points will be deducted, and a fine ranging from 500 yuan to 2,000 yuan will be imposed.
- Management's Compensation: The woman can request compensation from the mobile toilet management for transportation expenses, lost wages, and emotional distress damages caused by their negligence. The management is at fault in facility management and personnel operation, resulting in the woman suffering from the accident and losses, and should bear corresponding compensation responsibilities.
Follow-up Measures
The local traffic management department has intervened in the investigation and required relevant enterprises to strengthen safety training and equipment improvements. The service area management department stated that it would install warning signs in prominent locations in the future and conduct technological upgrades on all mobile toilets, including installing electronic sensing devices and voice prompt systems, to prevent similar incidents from happening again.
