Mobile Toilet Approval Process
Admin September 22, 2026
The approval process for mobile toilets varies depending on their type and usage scenarios, falling into three categories: ordinary mobile public toilets, container-type mobile toilets, and vehicle-mounted mobile toilets. The specific processes are as follows:

I. Approval Process for Ordinary Mobile Public Toilets
- Planning and Site Selection Approval
The site selection must comply with the overall land use plan and urban-rural planning. The planning and construction management department conducts a preliminary review and on-site inspection to assess rationality and environmental impact. Upon approval, a "Planning Site Selection Opinion Letter" is issued, specifying the site location and land use scope. - Land Use Approval
Submit a land use application to the land and resources management department with the "Planning Site Selection Opinion Letter" to review land use compliance. After approval by the county-level people's government, land use procedures are completed, clarifying the land use method and duration. - Construction Project Approval
Commission a qualified design unit to prepare architectural plans and submit them to the construction management department for review. Construction drawings must be reviewed by a drawing review agency to ensure compliance with safety, hygiene, and environmental protection standards. After completion of the review, apply for a construction permit, and construction may commence only after approval.
II. Approval Process for Container-Type Mobile Toilets
- Temporary Use
For temporary events such as exhibitions and concerts where the land nature is not changed, report to the event organizer or venue management party, and a temporary permit may be required. - Change of Land Use
If built on non-toilet-functional land such as industrial or agricultural land, apply to the natural resources department for a change of land use, and construction may proceed only after approval. - Construction in Public Areas
For construction in public areas such as urban roads and parks, obtain permits from the urban planning department and urban management department, complying with urban planning and management requirements. - Commercial Operation Purposes
For fee-based services, in addition to land use change approval, commercial operation procedures such as a business license and hygiene permit must be obtained.
III. Approval Process for Vehicle-Mounted Mobile Toilets
- Basic Administrative Approvals
Include special vehicle registration, temporary road occupation permit, and hygiene and environmental protection approvals, which must be applied for separately from the traffic management department, urban management department, health department, and environmental protection department. - Operation-Related Procedures
For commercial purposes (e.g., leasing), obtain a business license and clarify the business scope. For use in large-scale events, jointly report with the organizer to the event approval department, providing the number of toilets, layout plan, and emergency plan.
General Precautions: Policies may vary across cities, so it is advisable to consult the local government service center in advance. The placement of mobile toilets must comply with regulatory requirements and must not affect urban appearance, traffic, or the environment. The approval timeline is typically 10-15 working days, so plan ahead.
