Government Subsidies for Mobile Public Toilets

Admin October 13, 2026

The Xinjiang Uygur Autonomous Region provides government subsidies for mobile public toilets, with specific policies primarily focusing on rewards and subsidies for newly built tourist toilets. However, a unified专项 (special) subsidy standard has not been clearly established, requiring comprehensive judgment based on local policies and project types.

I. Special Fund Support for Mobile Toilet Construction in Xinjiang

The Xinjiang Uygur Autonomous Region has allocated a total of 17.1 million yuan in special funds to reward and subsidize newly built tourist toilet projects, explicitly including the addition of 280 prefabricated mobile toilets. The conditions for issuing such subsidies are as follows: After the project is completed and passes inspection, the financial department will disburse the subsidy funds. The policy also encourages local governments to form a collaborative promotion mechanism of "government guidance, departmental collaboration, and social participation" to enhance the effectiveness of fund utilization.

II. Types and Coverage of Subsidies

According to publicly available information, toilet renovation subsidies generally fall into three categories:

  1. Construction Subsidies: Aimed at the engineering costs of new construction or renovation of toilets;
  2. Equipment Purchase Subsidies: Covering hardware investments such as sanitary ware and environmental protection treatment equipment;
  3. Operation and Maintenance Subsidies: Supporting ongoing expenses such as long-term cleaning of toilets and water and electricity consumption.
    It should be noted that the above classifications do not clearly distinguish between fixed toilets and mobile toilets. The subsidy standards for mobile toilets may vary depending on the nature of the project (e.g., tourist toilets, emergency toilets) or differences in local policies.

III. Limitations of Local Cases

Taking Shuiyuesi Town in Xingshan County, Hubei Province as an example, the local rural toilet renovation adopts a "reward-based subsidy, construction before subsidy" model, but only targets fixed three-compartment toilets and does not involve mobile toilets. This indicates that subsidy policies for mobile toilets may exhibit regional variations and should be based on specific documents from the project location.

IV. Policy Recommendations

If applying for mobile toilet subsidies, it is recommended to:

  1. Prioritize consulting with the culture and tourism, housing and urban-rural development, or agricultural and rural departments in the project location to confirm the availability of special fund support;
  2. Pay attention to whether the project falls under specific categories such as tourist toilets or emergency support, as these projects are more likely to receive financial preference;
  3. Prepare project plans, acceptance reports, and other materials in advance to ensure compliance with the "disbursement after completion" process requirements.

Currently, subsidy policies for mobile toilets are still in the exploratory stage. Some regions may achieve indirect support by integrating funds from tourism development, rural revitalization, and other sources, requiring flexible responses based on actual conditions.
