Minhang Mobile Toilet Plan

Admin September 21, 2026

The Minhang Mobile Toilet Plan covers four main aspects: construction, leasing, batch deployment for rural events, and future intelligent upgrades. Details are as follows:

I. Mobile Toilet Plan in Sanitation Facility Construction Projects
According to the "Minhang District 2025 Annual Sanitation Facility Construction Plan Tasks," one new movable public toilet (30㎡, total investment of 400,000 yuan, fully funded by the district government) will be built, and one existing toilet (31㎡, total investment of 478,000 yuan, shared by the district and town governments) will be renovated in 2025. Construction must comply with the "Shanghai Public Toilet Planning and Design Standards," requiring a complete water supply and drainage system, reasonable toilet layout, and mandatory installation of barrier-free facilities and a third toilet (≥6.6㎡, including 12 functions such as an adult toilet and a low-positioned washbasin). This plan focuses on improving toilet accessibility in urban public areas such as parks and transportation hubs while alleviating financial pressure on town governments through a cost-sharing mechanism.

II. Batch Deployment Plan for Mobile Toilets in Rural Events
To meet the needs of rural tourism and outdoor activities, Minhang District uses eco-friendly mobile toilets with odor prevention, easy cleaning, and water-saving features, with some equipped with facilities for the disabled. Deployment features include:

  1. Dynamic Capacity Adjustment: Toilet stalls are flexibly allocated based on event size, e.g., one stall per 50 people at large harvest festivals, ensuring a waiting time of ≤5 minutes;
  2. Functional Grading: Basic models provide toilet paper and hand sanitizer, while premium models include independent lighting and ventilation systems;
  3. Maintenance Guarantee: A "scheduled inspection + rapid response" model is adopted, with professional teams ensuring timely cleaning.
    Application scenarios cover agricultural tourism, folk festivals, rural marathons, etc. A scientific deployment plan is formulated after evaluating event type, foot traffic, and duration to address the insufficient coverage of fixed public toilets in rural areas.

III. Mobile Toilet Leasing Service Plan
Minhang District offers multi-scenario leasing services covering music festivals, exhibitions, construction sites, tourist attractions, etc. The process includes:

  1. Inquiry: Users obtain information on toilet types (single-stall, double-stall, high-quality), quantity, and pricing from service providers;
  2. Advance Booking: Transportation and installation are arranged according to the event date and location;
  3. Usage Management: Toilets must be placed on flat, dry ground away from crowded areas, with regular sanitation checks and optional maintenance by service providers.
    High-quality toilets are equipped with washbasins, mirrors, and ventilation systems, suitable for high-end events; single-stall toilets are suitable for low-traffic scenarios. Some service providers offer value-added services such as regular cleaning and additional wash facilities to meet the needs of temporary, high-mobility scenarios.

IV. Future Development Directions
With the advancement of the rural revitalization strategy, mobile toilets in Minhang District will be upgraded to be intelligent and green, such as introducing solar power and IoT remote monitoring technology to achieve real-time status monitoring (e.g., toilet stall occupancy, water and electricity consumption) and automatic alerts (e.g., malfunctions, cleaning needs), improving management efficiency and reducing operation and maintenance costs.
