Demolition and Renovation of Prefabricated Houses in Mianyang

Admin September 18, 2026

Currently, Mianyang City has not explicitly mentioned a specific policy for the 'demolition and renovation of prefabricated houses.' However, the renovation or demolition of prefabricated houses may be involved in the renovation of old residential areas, dilapidated houses, shantytowns, and overall district planning under the framework of urban renewal. Specific decisions need to be made based on a comprehensive assessment of the nature of the house, its safety level, and planning requirements.

1. Potential Relevance in Old Residential Area Renovation
Since 2023, Mianyang City has been promoting the renovation of four old residential areas, including Xishannan Road No. 14 Community, focusing on infrastructure upgrades, fire safety improvements, and facade restoration. If prefabricated houses fall within the scope of old residential areas and meet renovation criteria (such as being built in an early era and having structural aging), they may be included in the renovation scope. Renovation methods usually focus on repair and reinforcement rather than overall demolition. However, if a house is identified as a dilapidated structure, it may trigger the demolition process.

2. Direct Coverage in Dilapidated House Renovation and Remediation
According to the 'Mianyang City Dilapidated House Remediation Action Plan (2024-2025),' C- and D-grade dilapidated houses in areas such as the Xishannan Road Railway Family Area have been included in the remediation list. As of July 2025, some D-grade dilapidated houses have been demolished, with the remaining houses scheduled for completion by the end of the year. If prefabricated houses are identified as C/D-grade dilapidated structures, they will be prioritized for inclusion in the demolition plan and will be demolished and compensated for by the government.

3. Planning Alignment in Shantytown Renovation
Mianyang City has strengthened land use guarantees and public service facility support for shantytown renovation areas by formulating the 'Regulatory Detailed Planning for the Shantytown Renovation Area of the Xishannan Road Shuanghui Family Area.' If prefabricated houses are located within the scope of shantytown renovation, they may be demolished due to overall district planning needs, subject to the government's issuance of an expropriation announcement.

4. Comprehensive Implementation of Urban Renewal Planning
The 'Mianyang City Urban Renewal Special Planning' includes areas such as the Huochehuo Station and Chengtie Freight Station in the renewal units, proposing to advance through a combination of 'retention, renovation, and demolition.' Whether prefabricated houses are demolished depends on the district's planning positioning: if located in areas requiring improved public service facilities or optimized traffic, they may be demolished; if structurally safe and meeting retention criteria, they will be renovated for continued use.

Recommended Measures:

  • House owners can apply to the local housing and construction department for a house safety assessment to determine if the house is dilapidated;
  • Pay attention to the government's issued urban renewal district planning and expropriation announcements to confirm if the house is included in the renovation scope;
  • The demolition compensation standards shall be implemented in accordance with the 'Mianyang City Measures for the Expropriation and Compensation of Houses on State-owned Land,' subject to the formal expropriation decision.
