On October 14, 2016, we issued the Notice on Simplifying Selected Indicators in Construction Enterprise Qualification Standards (Jian Shi [2016] No. 226), which—except for the lowest grade in each category—canceled indicator checks for registered constructors, personnel with intermediate or higher professional titles, site managers holding post certificates, and skilled workers.\n\nIn February 2017, the General Office of the State Council issued Opinions on Promoting the Sustained and Healthy Development of the Construction Industry (Guo Ban Fa [2017] No. 19), calling for further simplification of engineering enterprise qualification categories and grades and fewer unnecessary qualification approvals. Our ministry will revise engineering design qualification standards as required: simplify standard conditions and specialty categories, reduce registered-personnel requirements—especially specialties with severe attachment such as public utilities and electrical—to ease enterprise burdens and stimulate vitality.\n\nQualification cancellation is the clear trend. Speed revision of engineering enterprise qualification standards and rules; cancel some qualification categories; merge qualifications with similar scopes; set conditions reasonably; focus assessment on enterprise and personnel credit, quality and safety; strengthen post-approval dynamic supervision; streamline administration and delegate approval authority; improve review systems for enterprise qualifications and individual practice; improve approval methods, advance electronic review, and increase disclosure.\n\n(2) Construction Enterprise Qualification Standards canceled\u002Fmerged\u002Ffolded in 24 specialized contractor qualifications and removed labor qualification grades\n\nOn November 6, 2014, the Construction Enterprise Qualification Standards (Jian Shi [2014] No. 159) issued by the Ministry of Housing and Urban-Rural Development made major changes versus the prior Construction Enterprise Qualification Grade Standards (Jian Jian [2001] No. 82), including:\n\nDirect cancellation of eight specialized contractor qualifications: earthworks, precast concrete components, elevator installation, metal doors and windows, prestressing, blasting and demolition, non-destructive testing, and sports facility engineering;\n\nTwelve specialized contractor qualifications folded into corresponding general contractor qualifications: tall structures, telecom, hydraulic structure foundation treatment, embankments, hydraulic dams, hydraulic tunnels, thermal power equipment installation, furnaces\u002Fkilns, metallurgical mechanical\u002Felectrical equipment installation, chemical and petroleum equipment and piping installation, pipelines, and urban rail transit;\n\nEight qualifications including building waterproofing, corrosion\u002Fthermal insulation, and building intelligent systems were merged.\n\n(3) Notice on Issues Concerning Construction Enterprise Qualification Management simplified Super Grade and Grade I standards\n\nOn October 9, 2015, the Ministry of Housing and Urban-Rural Development issued the Notice on Issues Concerning Construction Enterprise Qualification Management (Jian Shi [2015] No. 154), simplifying Super Grade requirements and lifting contract-amount limits.\n\n(1) Indicators in the Construction General Contractor Super Grade Qualification Standards (Jian Shi [2007] No. 72) on national construction methods, patents, national science and technology progress awards, and national or industry engineering standards were canceled. Enterprises applying for Super Grade are no longer assessed on those indicators.\n\n(2) The limit in the Construction Enterprise Qualification Standards (Jian Shi [2014] No. 159) that Grade I building construction general contractors may only undertake building works with a single-contract amount above USD $4,166,667 was canceled. Limits that Super Grade firms may only undertake works above USD $8,333,333 (Jian Shi [2015] No. 20) and Super Grade firms may only undertake housing works above USD $4,166,667 (Jian Shi [2007] No. 72) were also canceled.\n\n(3) The scope for Grade I steel-structure specialized contractors in Jian Shi [2014] No. 159 was revised to: may undertake construction of all types of steel-structure works.\n\n(4) Labor-qualification cancellation pilots in Anhui, Zhejiang, and Shaanxi\n\nIn April 2016, the Ministry of Housing and Urban-Rural Development approved labor-employment reform pilots in Zhejiang, Anhui, and Shaanxi. In May, the three provinces published pilot work plans.\n\nAnhui: From June 1, 2016, cancel building labor enterprise qualifications.\n\nZhejiang: Gradually cancel building labor enterprise qualifications and actively develop specialized trade enterprises.\n\nShaanxi: De-emphasize labor enterprise qualifications and develop micro and small specialized skill enterprises.\n\nIn January 2017, Director Wu Huijuan of the Building Market Supervision Department and colleagues surveyed Anhui’s labor-employment reform pilot, strengthening confidence in nationwide rollout.\n\nThe State Council Opinions on Promoting the Sustained and Healthy Development of the Construction Industry (Guo Ban Fa [2017] No. 19) clearly call for transforming labor enterprises and vigorously developing specialized firms focused on carpentry, electrical work, masonry, rebar fabrication, and similar trades—using specialized firms as the main carrier for construction workers and gradually achieving corporate, specialized management of workers.\n\nLabor-qualification cancellation pilots have run for more than a year; a nationwide document is only a matter of time, and most application points nationwide have already stopped accepting applications.\n\n(5) Notice on Simplifying Selected Indicators canceled constructor and other personnel requirements\n\nOn October 14, 2016, the Ministry of Housing and Urban-Rural Development issued another major Notice on Simplifying Selected Indicators in Construction Enterprise Qualification Standards (Jian Shi [2016] No. 226), directly canceling constructor and other personnel requirements in qualification standards, further simplifying standards while raising performance requirements for Grade I and Grade II.\n\n(1) Except for the lowest grade in each category, cancel indicator checks for registered constructors, personnel with intermediate or higher titles, site managers holding post certificates, and skilled workers.\n\n(2) Cancel registered-constructor indicator checks in Grade III communications construction general contractor standards.\n\n(3) Adjust building-area assessment indicators for building construction general contractor Grade I and below.\n\n(6) State Council Opinions further simplify qualification categories and grades\n\nOn February 21, 2017, the General Office of the State Council issued Opinions on Promoting the Sustained and Healthy Development of the Construction Industry (Guo Ban Fa [2017] No. 19), stressing optimized qualification and credential management.\n\nThe Opinions require: further simplify engineering enterprise qualification categories and grades and reduce unnecessary approvals; pilot in selected regions allowing creditworthy firms with relevant technical capacity and adequate surety broader contracting scope within their qualification category; accelerate credit systems, surety bonds, and individual practice systems; strengthen ongoing and ex-post supervision; strengthen individual practice management, clarify rights, duties, and liabilities of registered practitioners, and increase accountability; orderly develop individual practice firms and promote personal practice insurance.\n\n(7) 2017 work priorities: study canceling construction labor qualifications and revise standards\n\nRecently, the Building Market Supervision Department published 2017 priorities: deepen key-link reform, strengthen market supervision, advance administrative-approval reform, and strengthen clean governance—15 items in four areas.\n\n2017 will be a major year for construction policy adjustment, with many policies involving qualification management.\n\n1. Actively advance construction labor reform. Study canceling construction labor qualifications and strongly support specialized trade enterprises.\n\n2. Advance laws and systems. Revise the Construction Enterprise Qualification Management Provisions and implementing opinions; revise model contracts for specialized contracting and specialized trades; support Building Law revision.\n\n3. Simplify enterprise qualification standards. Revise design, construction, and supervision enterprise standards; simplify assessment conditions with focus on reputation and performance; pilot canceling contracting-scope limits for creditworthy firms that can provide full surety.\n\n(8) Notice formally canceling landscaping enterprise qualification approval\n\nFrom April 13, 2017, housing and urban-rural development (landscaping) authorities at all levels no longer accept urban landscaping enterprise qualification applications; landscaping qualifications were formally canceled.\n\n1. Authorities at all levels no longer accept related applications.\n\n2. Authorities must not in any way require landscaping or municipal public-utility construction general contractor qualifications as a condition to contract landscaping construction.\n\n3. Localities should innovate landscaping market management, build credit evaluation and incentive\u002Fpenalty systems, strengthen ongoing and ex-post supervision, and uphold fair competition.\n\n4. The Notice on Matters Concerning Approval of Class I Urban Landscaping Enterprise Qualifications (Jian Ban Cheng Han [2015] No. 133) is repealed from the date of this notice.\n\n**The future path remains simplification and cancellation**\n\nBased on the above State Council and ministry policies, here are several judgments on future enterprise-qualification trends for reference only.\n\nFirst, gradual simplification and de-emphasis of construction enterprise qualification standards is inevitable.\n\nSecond, will all qualifications be canceled? Full cancellation is considered unlikely.\n\nThird, which qualifications may be canceled? Those with high market maturity, low construction safety\u002Fquality risk, and no life-or-property safety concerns—for example, canceled landscaping qualifications, labor qualifications under study, and specialized contractor qualifications as a cancellation focus.\n\nFourth, which will not be canceled soon? Those tied to the national economy and livelihoods, high safety\u002Fquality risk, or high technical difficulty—for example, various construction general contractor qualifications—are unlikely to be canceled in the short term.\n\nFifth, reform trends for remaining qualifications? The ministry has clearly stated it will revise standards this year, simplify assessment conditions, and focus on reputation and performance. Pilots will cancel contracting-scope limits for creditworthy firms that can provide full surety. Reputation and performance are the core of enterprise operations—and the direction qualifications will guide.\n\nMultiple ministry documents elaborate on simplification—overall management approaches and specific types to simplify.\n\nThe future path remains simplification and cancellation—for example, labor and bidding-agency qualifications facing major reform. Labor cancellation pilots continue; bidding-agency cancellation has been discussed repeatedly, and some bidding-agency qualifications (such as for telecom construction projects) have already been
