Luoyang Mobile Toilet Management
Luoyang mobile toilet management covers two main aspects: rental configuration management and overall public toilet management, aiming to enhance service levels through standardized configurations, optimized layouts, and strengthened supervision.

Rental Configuration Management of Mobile Toilets
Luoyang has clear and standardized configurations for mobile toilet rentals. In terms of infrastructure, the main structure is made of waterproof and corrosion-resistant metal frames or plastic materials to ensure durability. Standard-sized units are equipped with either squat or sit toilets to meet the needs of different groups. They are also fitted with ventilation fans and LED lights to ensure proper ventilation and lighting. For sanitation and cleaning, cleaning supplies, deodorization systems, and cleaning tools are provided to maintain a clean and odor-free toilet environment. Additional functional configurations include barrier-free facilities for the disabled, emergency features such as emergency call devices for enhanced safety, and attention to exterior design to harmonize with the surrounding environment.
Overall Public Toilet Management Measures
Optimizing Public Toilet Layouts: The Luoyang Urban Management Bureau focuses on public needs by adding 10 new public toilets and 256 toilet stalls in key areas such as popular scenic spots, night market perimeters, and business districts, effectively alleviating the problem of inadequate toilet facilities in high-traffic areas. Additionally, a "Public Toilet Map" has been launched to help citizens and tourists quickly locate nearby public toilets.
Adjusting Toilet Stall Ratios: To address the shortage of women's toilet stalls, construction standards have been established requiring that the ratio of women's to men's toilet stalls in newly built public toilets be no less than 3:2. Mobile toilets and "tidal" toilet stalls have also been introduced to flexibly meet the usage demands of different groups at different times.
Improving Facility Configurations: Continuous efforts are being made to promote age-friendly, child-friendly, and barrier-free renovations, including the addition of third toilets to meet the needs of special groups. Smart devices for free paper towel dispensing via QR code scanning have been installed in 24-hour public toilets to enhance convenience for users.
Strengthening Supervision Mechanisms: The Municipal People's Congress Standing Committee conducts supervision over public toilet management, thoroughly identifying weaknesses and shortcomings. It has formulated and issued the "Decision on Strengthening Supervision of Public Toilets," clarifying management responsibilities, improving regular maintenance mechanisms, and promoting the normalization, standardization, and refinement of public toilet maintenance and management.
