Lijiang Rural Mobile Toilet Renovation
The renovation of mobile toilets in rural areas of Lijiang is an important part of the rural toilet revolution, with plans to renovate and construct rural sanitary household toilets over five years, aiming to renovate and construct 64,589 rural sanitary household toilets by 2025.

I. Gradually Popularize Rural Sanitary Toilets
Lijiang has set a clear goal that by 2025, the coverage rate of household toilets in environmentally sensitive areas such as Lugu Lake and Chenghai Lake basins, drinking water sources, and the “2+6” rural revitalization demonstration sites should reach over 95%, achieving basic popularization of sanitary household toilets. For larger natural villages with more than 100 permanent households, priority will be given to renovating and constructing 285 sanitary public toilets in natural villages in the Chenghai and Lugu Lake basins, ensuring that each natural village has at least one sanitary public toilet. Meanwhile, the construction of tourist toilets in rural scenic spots will be promoted to enhance the quality of tourism services. Newly renovated household toilets are encouraged to be located within courtyards, and where possible, to be moved indoors. Newly built rural houses are required to be equipped with sanitary toilets and fecal sludge treatment facilities and equipment to ensure sanitary toilet conditions from the source.
II. Effectively Improve the Quality of Toilet Renovation
Lijiang selects cost-effective, publicly acceptable, and environmentally non-polluting toilet renovation technology models based on differences in geographical environment and ethnic customs, adhering to the principle of “using water-based toilets where suitable and dry toilets where not.” Technology models must undergo at least one cycle of pilot testing before being gradually promoted. For example, water-saving and low-water flushing facilities or up-to-standard dry toilets are promoted in high-altitude mountainous areas and arid regions with water shortages. At the same time, quality supervision over toilet renovation products in the production and circulation sectors is strengthened, with strict control over procurement quality. Construction quality supervision is reinforced, implementing a rural toilet renovation technical instructor system. For toilets constructed uniformly, the construction party is responsible for warranty services, while self-built toilets by farmers must be constructed under the guidance of professional technicians. A strict acceptance system is enforced to ensure the timely and full payment of financial incentive funds.
III. Strengthen the Treatment and Resource Utilization of Toilet Fecal Sludge
Lijiang emphasizes the connection between the rural toilet revolution and domestic sewage treatment, encouraging regions with conditions to promote the integrated construction of sanitary toilet renovation and domestic sewage treatment. For those unable to synchronize temporarily, space for later construction should be reserved. Appropriate models such as decentralized treatment, centralized treatment, or inclusion in the sewage pipe network for unified treatment are promoted based on local conditions. Joint treatment by multiple households or villages is encouraged to enhance the level of resource utilization of fecal sludge.
