Liaoning Prefabricated Houses

Admin September 17, 2026

Liaoning has implemented a series of governance and renovation measures for prefabricated houses.

I. Inclusion in Urban Renewal and Inspection & Appraisal Scope
Starting from 2026, Liaoning will explicitly include urban prefabricated panel houses in the system for inspecting and appraising dilapidated housing and urban renewal. It requires a comprehensive survey of prefabricated panel houses and entrusts professional institutions to conduct safety appraisals, classifying housing safety levels based on the appraisal results. This measure provides a scientific basis for subsequent classified disposal, ensuring precision and standardization in governance efforts.

II. Graded and Classified Disposal Standards
Based on professional appraisal results, prefabricated panel houses are classified into two categories according to safety levels:

  1. Grade C Dilapidated Houses: These houses have insufficient local load-bearing capacity but remain generally usable. Such houses are addressed through repair and reinforcement measures, including crack repair and load-bearing structure reinforcement, to enhance safety and extend service life.
  2. Grade D Dilapidated Houses: These houses have severely insufficient overall load-bearing capacity and pose a risk of collapse. In principle, they are addressed through demolition and reconstruction, accompanied by resettlement policies such as housing vouchers to safeguard residents' legitimate rights and interests. Meanwhile, the pace of demolition and renovation for Grade D dilapidated houses is accelerated to prioritize the elimination of major safety hazards.

III. Dynamic Management and Long-Term Mechanisms
Liaoning implements dynamic file-based management for urban Grade C and D dangerous houses, continuously tracking changes in housing safety conditions. For eligible old houses, it explores self-initiated renewal and original-site reconstruction models, encouraging residents to participate in renovation decision-making to enhance governance flexibility. Additionally, through the draft of the High-Quality Development Plan for Housing and Urban-Rural Development during the 15th Five-Year Plan period, it sets a clear goal: by 2030, significant progress will be made in urban renewal initiatives, with plans to renovate no less than 15,000 sets of Grade C and D dilapidated houses, reflecting the systematic and sustained nature of governance efforts.

IV. Policy Objectives and Significance
Liaoning's governance measures focus on safeguarding residents' lives and property and enhancing urban living quality. Through scientific appraisal, graded disposal, and dynamic management, they gradually eliminate safety hazards in prefabricated panel houses. Meanwhile, by integrating with urban renewal initiatives, they promote the renovation of old houses, creating safer and more comfortable living environments for residents and contributing to the high-quality development of housing and urban-rural construction.
