Laiyuan Rural Mobile Toilet Renovation

Admin September 27, 2026

The renovation of mobile toilets in rural areas of Laiyuan County is being advanced through a combination of policy promotion, field research, and market-oriented services, focusing on addressing issues related to toilet construction, usage, and maintenance to improve rural sanitation and residents' quality of life.

1. Policy Promotion: Strengthening Rectification Implementation through the ā€œDecisive Battleā€ Campaign

Laiyuan County has incorporated rural toilet renovation into a livelihood project and political task. By convening the ā€œOn-site Observation and Promotion Meeting for the ā€˜Decisive Battle’ Campaign on Rural Problem Toilets,ā€ the county clarified the core requirements for inspection and rectification work. The meeting emphasized improving the registration system to ensure traceability of toilet renovation status for each household; strictly adhering to rectification standards, addressing issues such as damaged facilities and inconvenient usage through targeted measures; establishing an effective maintenance mechanism to ensure long-term usability of toilets through regular inspections and dynamic maintenance; clarifying responsibilities at the township and village levels, defining division of labor and performance indicators; and strengthening acceptance supervision, with county-level departments leading special teams to conduct spot checks on renovation quality to ensure no blind spots in rectification efforts.

2. Field Research: Optimizing Renovation Plans Based on Residents' Needs

The county magistrate led a team to conduct in-depth visits to rural areas such as Baishishan Town to understand residents' actual needs regarding toilet renovation. The research focused on: identifying the baseline, counting the number and distribution of unrenovated toilets, prioritizing the needs of impoverished households and elderly families; strictly adhering to standards, requiring newly built toilets to meet specifications for hygiene, freeze resistance, and water conservation to avoid formalism; strengthening publicity and guidance, disseminating knowledge on toilet usage and maintenance through village broadcasts and brochures to alleviate residents' concerns; and establishing a long-term mechanism, exploring a maintenance funding model combining ā€œgovernment subsidies + villager self-financingā€ to ensure sustained toilet maintenance.

3. Market-Oriented Services: Providing Full-Cycle Support for Mobile Toilets

To address the challenges of complex terrain and difficulty in constructing traditional toilets in some rural areas, Laiyuan County introduced market-oriented services, supporting enterprises in providing mobile toilet rental, installation, and maintenance services. These toilets are mobile, allowing flexible relocation based on population flow or seasonal changes; easy to install, eliminating the need for large-scale civil engineering projects and shortening construction periods; and professionally maintained, with enterprises conducting regular cleaning and inspections to reduce residents' self-maintenance costs. Currently, some companies have adopted a ā€œleasing + serviceā€ model to provide mobile toilet solutions for areas around tourist attractions and temporary event venues, effectively supplementing the coverage gaps of fixed toilets.

The practice in Laiyuan County demonstrates that rural toilet renovation requires balancing rigid policy implementation with residents' actual needs. Through a ā€œgovernment-led + market-participatedā€ model, dual goals of improving sanitation conditions and enhancing resident satisfaction can be achieved.
