Kunming Mobile Toilet Application Process
Admin September 20, 2026
The application process for mobile toilets in Kunming requires selecting the corresponding approval path based on the installation scenario, mainly divided into three scenarios: outdoor public areas, indoor residential areas, and forest land:

I. Application Process for Outdoor Public Areas
- Understand Regulations: It is necessary to inquire in advance about the mobile toilet installation regulations formulated by the urban management and environmental sanitation departments of Kunming City, clarifying the permitted installation locations (such as parks, squares, and areas around transportation hubs), quantity limits (such as the public toilet density standard per square kilometer), and maintenance requirements (such as daily cleaning frequency and sewage disposal methods).
- Submit Application: Submit a written application to the local urban management department or an entrusted professional service provider, including basic information such as the installation location (with a map annotation), estimated usage duration (such as 3 days for a temporary event or 1 year for long-term use), type of mobile toilet (such as single-unit or connected-unit), specifications (such as length, width, and height), and reasons for installation (such as large-event support or insufficient regional public toilets).
- Approval Process:
- Planning and Site Selection Approval: The planning and construction management department conducts a preliminary review of the site selection, focusing on assessing whether it occupies public space, affects traffic or landscapes, and confirming its reasonableness through on-site inspections. Upon approval, it issues a "Planning Site Selection Opinion Letter."
- Land Use Approval: Submit a land use application to the land and resources management department with the "Planning Site Selection Opinion Letter," explaining the land use purpose (temporary or long-term land use). After review and approval, the county-level people's government approves the land use and handles the procedures.
- Construction Project Approval: Submit the public toilet architectural plan (including structural safety design) and construction drawings. After review by the construction management department and approval by the drawing review agency, obtain a "Construction Permit."
- Installation and Use: Install as instructed by the management department after approval. Upon commissioning, regular maintenance and cleaning (such as daily disinfection and weekly inspections) are required, and compliance with usage time (such as prohibiting nighttime noise disturbances) and methods (such as prohibiting random relocation) is mandatory.
II. Application Process for Indoor Residential Areas
- Submit Application: Submit a written application to the property management enterprise or housing management agency, explaining the necessity of installing a mobile toilet (such as family members with mobility issues requiring nearby toilet facilities).
- Prepare Materials: Provide the house ownership certificate, applicant's identification documents, and a decoration and renovation plan (specifying the mobile toilet's location, structure, and drainage method). If structural modifications to the building's main body or load-bearing elements are involved (such as drilling for fixation), submit a reinforcement plan issued by a professional design unit. If construction is entrusted, provide a copy of the construction enterprise's qualification certificate.
- Review and Approval: The housing management agency reviews the completeness of the materials (such as whether the plan affects fire exits) and the compliance of the plan (such as whether it conforms to residential decoration regulations) before approval, usually completed within 5 working days.
III. Application Process for Forest Land
- Preliminary Preparation: Submit a written application to the county-level forestry authority, preparing the "Forest Land Use Application Form," land use unit qualification certificate (such as a business license), project approval document (such as an event approval document), and undergo on-site inspection (confirming whether it involves ecological protection redline areas).
- Review and Approval: After preliminary review by the county-level forestry authority, it is reported step by step to the provincial and municipal forestry authorities, which focus on reviewing compliance with the forest land protection and utilization plan. Upon approval, issue a "Forest Land Use Approval Opinion Letter."
- Subsequent Procedures: Pay the forest vegetation restoration fee according to standards (such as 6-10 yuan per square meter), handle construction land approval procedures, and accept regular supervision and inspection by the forestry authority (such as quarterly checks for out-of-scope use).
