Keqiao Prefabricated Panel Housing
The disposal methods for prefabricated panel housing in Keqiao are diverse, including normal use, evacuation and prevention, and urban organic renewal. The policy for 2026 focuses on precise classification and disposal, with demolition and reconstruction as supplementary measures.

I. Current Status and Disposal Methods of Prefabricated Panel Housing in Keqiao As of now, there are 5,063 urban prefabricated panel buildings in Keqiao District. Except for seven C-grade dilapidated buildings in Kefu Community, Keqiao Street, no risks have been identified in the remaining buildings. Differentiated measures are taken in Keqiao District based on different risk levels:
- Normal Use: The vast majority of prefabricated panel buildings that meet safety requirements (e.g., those classified as A or B grade) can continue to be used, and owners are required to use them reasonably according to their designed purposes.
- Evacuation and Prevention: Buildings at risk (e.g., the C-grade dilapidated buildings in Kefu Community) are evacuated, and measures such as cutting off water and electricity supplies and implementing hard isolation are taken to ensure safety. Demolition and risk mitigation on-site are also initiated.
- Urban Organic Renewal: Overall demolition and renewal of communities are carried out in conjunction with urban planning. For example, the demolition of Jinxiuyuan Community near Keqiao Ancient Town was planned but postponed due to disagreements among owners over compensation.
II. Policy Orientation for 2026: Precise Classification and Demolition and Reconstruction as Supplementary Measures The policy explicitly opposes a one-size-fits-all approach of complete demolition and emphasizes preservation, utilization, and renovation and upgrading as the main strategies, strictly adhering to the底线 (bottom line) of avoiding large-scale demolition and reconstruction. The specific classifications are as follows:
- Priority Demolition Scenarios:
- D-grade Dilapidated Buildings: Buildings with severely damaged main structures (e.g., foundation subsidence, building tilt) that pose a risk of collapse must be demolished as much as possible.
- C-grade Dilapidated Buildings with Excessive Reinforcement Costs: If the cost of reinforcement exceeds the cost of reconstruction, they will be included in the priority demolition list.
- Buildings within Urban Planning Red Lines: For land plots required for public construction projects such as subways and roads, prefabricated panel buildings must be vacated.
- Renovation and Upgrading Scenarios:
- A and B-grade Buildings: They are directly included in the renovation of old residential communities, including exterior wall insulation, pipeline replacement, waterproof reinforcement, elevator installation, and improvement of public service facilities.
- C-grade Buildings with Local Hazards: Priority is given to reinforcement and repair, eliminating hazards through techniques such as repairing cracks, reinforcing joints, and replacing aged beams and columns, with costs far lower than reconstruction.
III. Regional Dynamics and Objectives In August 2026, the design bidding for the demolition and reconstruction project of Hutang Central Primary School (prefabricated panel building demolition and reconstruction) was initiated; the Yuecheng District government plans to renovate approximately 200,000 square meters of old prefabricated panel residential communities in 2025, reflecting the gradual implementation of the policy.
