Implementation Scope

• New affordable housing projects with a total floor area of 50,000 square meters or more shall fully adopt prefabricated building technology.
• Residential communities with a total floor area of 50,000 square meters or more shall have a proportion of at least 50% of their buildings constructed using prefabricated building technology.
• Public buildings invested in by the government or state-owned enterprises, as well as other public buildings with a total floor area of 20,000 square meters or more, shall fully adopt prefabricated building technology.

Design Requirements

• Design units are encouraged to adopt BIM (Building Information Modeling) technology during the design process of prefabricated building projects.
• Concrete Structure Buildings: Prefabricated internal partition wall panels, prefabricated stair panels, and prefabricated floor panels shall be used, with the use of prefabricated external wall panels encouraged.
• Steel Structure Buildings: Prefabricated internal partition wall panels and prefabricated external wall panels shall be used, with priority given to self-insulating wall panels such as prefabricated sandwich insulation wall panels for external walls.
• The total proportion of the “three panels” (prefabricated internal and external wall panels, prefabricated stair panels, and prefabricated floor panels) used in a single building shall not be less than 60%. Residential projects are encouraged to actively adopt prefabricated components such as balconies, sunshades, and air conditioning panels to increase the prefabrication rate of single buildings.

Construction Drawing Review Requirements

• The depth of construction drawing design documents shall comply with the provisions and requirements of the “Regulations on the Preparation Depth of Architectural Engineering Design Documents.”
• Construction drawing design documents for projects using the “three panels” shall include a special design description for prefabricated buildings, specifying the above-ground floor area of each single building, the application locations of the “three panels,” and the total proportion of the “three panels” used. Corresponding calculation sheets for the total proportion of the “three panels” used and the prefabrication rate shall also be provided.
• When submitting construction drawing review documents, the construction unit shall include a description of the application of the “three panels.” The construction drawing design for projects using the “three panels” shall also comply with current national and Henan Provincial standards and regulations.

Support Measures

• The natural resources department shall specify the prefabricated construction method and the proportion of prefabricated buildings to be constructed in land auction, listing, and transfer documents based on the prefabricated building construction requirements proposed by the housing and urban-rural development department.
• For government-invested projects such as office buildings, schools, hospitals, and venue buildings that adopt prefabricated construction, the development and reform department shall strengthen assessment and demonstration of project application reports or feasibility study reports during the project approval stage.
• For projects that adopt prefabricated construction, upon application by the project construction unit, the municipal housing and urban-rural development bureau shall organize relevant units and experts to provide full-process consulting services, offering guidance on design schemes, prefabrication rate pre-evaluation, technology, costs, etc.
