Jingmen New Rural Mobile Toilets
Jingmen has achieved remarkable results in the construction of new rural mobile toilets, with comprehensive measures in terms of quantity, standards, facilities, and management and maintenance mechanisms.

Construction Quantity and Coverage
As of 2024, Jingmen City has built or renovated a total of 1,480 rural public toilets, achieving full coverage of rural public toilets in administrative villages. Among them, Zhongxiang City, as a pilot county-level city for the province-wide "Toilet Revolution" initiative, has completed the construction or renovation of 510 public toilets, with a construction or renovation rate of 98.53%, providing convenient toilet facilities for rural residents.
Construction Standards and Incentive Policies
Jingmen City has specified an incentive standard of 35,000 yuan per rural public toilet for construction or renovation. Zhongxiang City, on the other hand, provides incentives ranging from 20,000 to 50,000 yuan per toilet based on actual conditions. This incentive policy ensures the quality of toilet construction, enabling the toilets to meet certain norms and requirements during the construction process, laying a solid foundation for subsequent use and maintenance.
Characteristics and Facilities of Mobile Toilets
Some mobile toilets adopt a rectangular shape and feature characteristics such as health, environmental protection, and strong load-bearing capacity. Their interiors can be customized according to different usage needs and scenarios, allowing for personalized design. With a service life of over 20 years, they are highly durable. Additionally, they are equipped with facilities such as squat toilets, water tanks, washbasins, and lights, with a voltage of 220V, making them suitable for outdoor scenarios and meeting the toilet needs of rural residents during outdoor activities.
Management and Maintenance Mechanisms
Jingmen City is exploring market-oriented operation and maintenance mechanisms such as government procurement of services, incorporating rural public toilet cleaning into the scope of rural cleaning, and establishing and improving a follow-up management fund guarantee mechanism to raise maintenance funds through a combination of government subsidies, social assistance, and self-financing by the masses. Zhongxiang City, on the other hand, ensures that toilet services are available "at any time" and fecal waste is cleared "at any time" through a model of encouraging villagers to take charge of management themselves, organizing township-level specific management, and implementing city-level overall management, effectively ensuring the normal use and hygiene of the toilets.
