Demolition of Prefabricated Panel Houses in Jiangxi
The demolition of prefabricated panel houses in Jiangxi is not comprehensive but is carried out through classified disposal. Details are as follows:

Situations for demolition and reconstruction within the scope of urban dilapidated housing renovation:
- Grade D dilapidated houses: According to the regulations of the Ministry of Housing and Urban-Rural Development, for prefabricated houses in old residential areas that have been identified as dilapidated, if they are in a state of disrepair over time, have poor structures, pose safety hazards, and cannot meet residential needs and safety guarantees through renovation, they need to be demolished and rebuilt, and the original residents should be resettled on-site or nearby as much as possible. According to the inspection data of the Ministry of Housing and Urban-Rural Development in February 2026, there are more than 120,000 households of Grade D dilapidated houses to be dealt with in urban areas across the country, of which prefabricated houses account for more than 60%. The load-bearing structures of Grade D dilapidated houses have failed and may collapse at any time. These prefabricated houses should be demolished as much as possible, but there are about 72,000 households nationwide, accounting for less than 4% of the total number of prefabricated houses.
- Grade C dilapidated houses with excessively high reinforcement costs: For some Grade C dilapidated houses (partially dilapidated houses), the cost of reinforcement and repair is higher than that of demolition and reconstruction, with extremely low cost-effectiveness. If the assessment shows that the reinforcement cost is higher than the reconstruction cost, they will be directly included in the scope of demolition and reconstruction.
- Within the red line of urban planning: Prefabricated houses within the scope of the urban planning red line, such as those required for public interests like subway construction, road expansion, and school construction, need to be demolished regardless of their age.
Situations mainly focused on reinforcement and renovation:
- Grade A and Grade B prefabricated houses: With safe main structures, they only undergo old housing renovations, such as replacing aging water pipes, adding external wall insulation, and installing elevators, and will not be demolished.
- Grade C prefabricated houses with reasonable reinforcement costs: Grade C prefabricated houses are partially dilapidated houses, and reinforcement is given priority. Only when the reinforcement cost exceeds 70% of the reconstruction cost will demolition be considered.
In addition, Jiangxi Province is promoting the treatment of hidden dangers in prefabricated houses. As of 2025, the province has initiated the renovation of 13,000 sets of urban dilapidated houses, including eligible prefabricated houses, to ensure the housing safety of the masses and improve living conditions. For example, in the prefabricated houses in Donglongxuxiang, Donghu District, Nanchang City, residents hope for demolition, but currently, there is no demolition plan for this area. The local sub-district and community will conduct regular housing safety inspections and continue to mobilize residents to apply for housing maintenance funds to solve the problem of water leakage in the houses.
