Performance of Prefabricated Houses in Jiangxi

Admin September 18, 2026

The overall performance of prefabricated houses in Jiangxi has certain defects, but safety can be ensured through renovation and safety assessments, and policy planning promotes their gradual improvement.

I. Performance Defects
Most prefabricated houses in Jiangxi are products of specific historical periods and have issues such as low architectural design standards and numerous functional defects. For example, some buildings lack complete ring beams and structural columns, and the lengths of plate-end ties and supports do not meet current standards, leading to phenomena such as roof leakage, fine wall cracks, and poor sound insulation between floors. These problems are directly related to the limitations of early construction techniques and insufficient material performance, affecting living comfort and safety.

II. Safety Assessment and Lifespan Management
The design working life of prefabricated houses is typically 50 years, but 30 years is not a mandatory retirement line. Their actual lifespan needs to be determined through professional safety assessments. The assessment results are divided into four levels:

  • Level A: No dangerous points; can be used normally.
  • Level B: Individual components have problems but do not affect the main structure; require routine maintenance.
  • Level C: Some load-bearing structures do not meet requirements, constituting a partially dangerous building; require partial reinforcement, restricted use, or observation.
  • Level D: The overall load-bearing structure fails, constituting an entirely dangerous building; should be immediately taken out of service and demolished or treated as a whole.
Jiangxi implements a graded management system for prefabricated houses through a safety assessment framework, avoiding a one-size-fits-all approach to demolition and ensuring rational resource utilization.

III. Renovation and Improvement Measures
Jiangxi has enhanced the performance of prefabricated houses through multiple rounds of special rectification and renovation efforts:

  1. Inventory of Housing Conditions: In 2022, 12.7825 million buildings across the province were inspected; in 2023, 23,300 urban dilapidated housing units were recorded; and in 2026, 37,000 prefabricated panel houses will be inventoried to establish a dynamic database.
  2. Categorized Renovation Approaches: Renovation is advanced through methods such as demolition and new construction, renovation, and in-situ reconstruction, with 4,943 units already initiated in 2024. For example, Xinyu City has established a special leading group, Ganzhou City has implemented a “screening-verification” mechanism to address hidden dangers, and Xihu District in Nanchang City has insured aging prefabricated houses and installed monitoring equipment for dynamic early warning.
  3. Pilot System Innovations: The pilot implementation of three systems—“housing health checks, pension funds, and insurance”—has been promoted, with Xihu District's “comprehensive insurance + dynamic monitoring” model being widely recognized nationwide.

IV. Policy and Planning Support
The 2026 “15th Five-Year Plan for Urban Renewal” specifies that C- and D-level dangerous housing and non-complete housing units should be documented, accelerating the demolition of D-level dangerous buildings and steadily advancing the renovation and seismic reinforcement of prefabricated houses. The plan proposes renovating over 500,000 units (rooms) during the “15th Five-Year Plan” period, emphasizing categorized treatment rather than solely relying on building age as a standard, providing long-term policy support for improving the performance of prefabricated houses.
