Mobile Toilet Construction in Hubei

Admin September 22, 2026

When carrying out mobile toilet construction in Hubei, it is essential to focus on five key aspects: configuration standards, site selection, daily maintenance, usage norms and safety management, and policy compliance. The specific requirements are as follows:

1. Configuration standards must strictly adhere to regulations
According to the 'Environmental and Sanitary Standards for Construction Sites in Hubei Province', the allocation of mobile toilet stalls should be differentiated based on personnel type: at least one stall should be provided for every 25 ordinary workers and one for every 50 managers. The ratio of male to female stalls should be adjusted according to the gender ratio of construction personnel. If females account for more than 40%, the proportion of female stalls in the total number of stalls should not be less than 40%; alternatively, a gender ratio of 1:1.5 can be used for configuration. Additional stalls should be provided in special construction areas, such as high-temperature work zones and densely populated areas, where barrier-free mobile toilets or products with ventilation devices should be installed to meet the needs of special groups.

2. Site selection should balance convenience and environmental safety
Mobile toilets should be located within 50 meters of the construction area to ensure easy access for workers. They should be kept away from key areas: at least 30 meters downwind from water sources, canteens, and office areas to prevent odor diffusion; and maintain a safe distance from construction dust zones and living areas to prevent cross-contamination. Site selection should avoid low-lying and flood-prone areas, and special attention should be paid to checking the bottom seal of the toilets before the rainy season to prevent rainwater inflow.

3. Daily maintenance should be institutionalized
Cleaning frequency: Clean at least twice a day, including wiping surfaces, emptying waste, and replenishing toilet paper and hand soap. Odor control: Use chemical deodorizers or plant fragrances and regularly inspect ventilation equipment. Facility maintenance: Repair damaged parts within 24 hours and take anti-freezing measures for pipes in winter (such as wrapping with insulation materials). Seasonal inspections: Check the bottom seal before the rainy season and inspect for pipe freeze-crack risks before winter.

4. Usage norms and safety management should be refined
Signage and inspections: Post usage instructions at the entrance, clearly prohibiting smoking, littering, and other behaviors, and arrange for on-duty personnel to conduct regular inspections. Night construction safeguards: Equip with emergency lighting and anti-slip mats to reduce the risk of falls. Waste management: Establish a waste removal log to record removal times, frequencies, and responsible persons. Epidemic prevention and control: Conduct a comprehensive disinfection at least once a day, focusing on wiping high-frequency contact areas such as door handles and flush buttons.

5. Policy compliance should be addressed in advance
The Hubei Provincial Housing and Urban-Rural Development Department requires construction sites that fail to configure mobile toilets according to standards to make rectifications within a specified time limit, which may affect the approval of construction permits during the rectification period. It is recommended to contact the local sanitation department for filing before construction to confirm whether the configuration plan complies with local regulations (such as the number of stalls and requirements for barrier-free facilities) to avoid delays in the construction schedule due to compliance issues.
