How to Issue Invoices for Prefabricated Houses

Admin September 18, 2026

To issue an invoice for a prefabricated house, you need to apply to the competent tax authority where the real estate is located for issuance on behalf. The specific process is as follows:

I. Confirm the Nature of the House and Applicable Policies If the prefabricated house falls within the scope of real estate (such as a house fixed to the land), the invoice issuance process is the same as that for ordinary real estate. If it is a movable temporary building or portable cabin, it may not be subject to real estate-related policies, and it is necessary to confirm whether it falls under the category of goods sales or service provision based on its actual use.

II. Location for Applying for Invoice Issuance on Behalf You need to apply to the competent tax authority where the prefabricated house is located for invoice issuance on behalf. Cross-regional processing is not allowed.

III. List of Documents to be Submitted

  1. Basic Form: Fill out the "Declaration Form for Payment of Taxes for Issuing Value-Added Tax Invoices on Behalf" in three copies.
  2. Identity Proof: Provide the original and a copy of your identity document (if real-name verification has been completed, a copy is not required; the original will be returned after verification).
  3. Ownership Proof:
    • If the prefabricated house has a real estate certificate or land use certificate, submit a copy;
    • If no relevant certificates have been obtained (such as for rural houses), provide a commitment letter stating whether the rented house is self-owned.
  4. Contract or Agreement: Submit a copy of the real estate sales or lease contract or agreement (the original will be returned after verification); if there is no contract, provide other documents recognized by the tax authority.

IV. Requirements for Information Filling

  1. Sales of Real Estate: Fill in the name of the prefabricated house and its real estate certificate number (if no certificate is available, this field can be left blank) in the "Name of Goods or Taxable Labor, Services" column, and indicate the area unit (such as square meters) and detailed address.
  2. Lease of Real Estate: Clearly fill in the detailed address of the prefabricated house.

V. Value-Added Tax Levy Rate and Preferential Policies

  1. Basic Tax Rate: The value-added tax levy rate for the sale or lease of prefabricated houses is 5%.
  2. Tax Exemption Threshold: If the single sales amount does not exceed 500 yuan, an invoice can be issued on behalf without levying value-added tax.
  3. Preferential Policy for Housing Lease: When an individual leases a house, the value-added tax is calculated and paid at a reduced rate of 1.5% based on the 5% levy rate (please note whether the prefabricated house meets the definition of a "house" and consult the tax authority for advice).

VI. Precautions

  1. Specific policies may vary by region or the nature of the house (such as rural houses, commercial houses, etc.). It is recommended to contact the local tax authority in advance to confirm the details.
  2. If the prefabricated house belongs to corporate assets, it is necessary to apply for invoice issuance on behalf in the name of the enterprise, and the process may involve more documents (such as a business license, tax registration certificate, etc.).
  3. When applying for invoice issuance on behalf, the tax payable must be paid on the spot. The process is completed after the tax authority issues the invoice.
