How to Approve Container Houses
Admin September 16, 2026
The approval of container houses requires a comprehensive assessment based on factors such as purpose, location, and scale. Typically, an application must be submitted to the planning or housing and construction department, and relevant requirements must be met. The specific process and considerations are as follows:

I. Determining the Necessity of Approval
Whether approval is required mainly depends on the purpose, location, and scale:
- Purpose and Location: If used for commercial activities (such as shops or homestays), long-term residence, or office purposes, or placed in planned control areas such as urban built-up areas or development zones, approval is usually required. For temporary uses such as short-term construction or disaster relief, where the land nature is not changed,备案 (filing) may suffice.
- Land and Planning: Regardless of whether the land is owned or leased, it is necessary to confirm whether the land use allows for the construction of container houses and may require obtaining land use rights or planning permits. For example, state-owned construction land requires an application for land use permission in accordance with the Land Administration Law.
- Scale and Height: Container houses with a large scale (such as multi-story structures) or exceeding certain height standards require approval to ensure structural safety and fire compliance.
II. Approval Process and Materials
- Submission of Application: Submit materials to the local planning department or housing and construction department, including identification/business license, land use right certificate (if applicable), design drawings, structural safety assessment report, fire safety inspection report, etc.
- Review and Inspection: The department reviews the materials and conducts on-site inspections to assess compliance, safety, and impact on the surrounding environment.
- Approval Decision: Based on the review results, the department issues an approval or rejection decision. If temporary construction is involved, the usage period must be specified, and self-demolition is required upon expiration.
III. Approval Requirements for Different Purposes
- Permanent or Commercial Use: An application for a construction project planning permit is required, and a construction land permit may also be necessary. If used for industries encouraged by the state, such as cultural tourism or creative parks, the approval process may be simplified.
- Temporary Use: Temporary construction within urban planning areas requires approval from the urban and rural planning authorities and must not affect the implementation of near-term plans. Temporary office or accommodation facilities on construction sites may not require special approval but must comply with safety and environmental protection regulations.
IV. Special Cases and Considerations
- Rural Homesteads: Building simple container houses on one's own homestead for temporary self-use may not require approval but must comply with local rural housing regulations.
- Environmental Protection and Safety: Requirements such as达标排放 (compliant discharge) of domestic sewage and the provision of fire safety facilities must be met to avoid disturbing residents or causing pollution.
- Construction within Red Lines: Construction on one's own land within red lines that does not disturb residents or cause pollution may not require approval but must still comply with local regulations.
Tip: Approval policies vary by region. It is advisable to consult local planning, housing and construction, or natural resources departments in advance to confirm specific requirements before proceeding.
