How Many Floors Can Prefabricated Houses Be Built?

Admin September 19, 2026

There is no unified national standard for the number of floors that prefabricated houses can be built. It mainly depends on local policy regulations as well as the type and scenario of the house, and the number of floors that can be built varies under different circumstances.

Local Policy Regulations Affect the Number of Floors

Different regions have different regulations regarding the number of floors for prefabricated houses. For example, some regions have different pre-sale requirements for multi-story buildings (generally referring to 7 floors and below) and high-rise buildings (generally referring to 8 floors and above), indirectly reflecting local management norms for buildings of different floor numbers. In a big city like Beijing, policies allow prefabricated houses to be built up to 14 floors, but in actual construction, considering safety and other aspects, they are usually controlled within 12 floors. This indicates that local policies are an important basis for determining the number of floors that prefabricated houses can be built, and developers or builders need to strictly follow local policies for planning and construction.

The Number of Floors Varies Depending on the Type and Scenario

  • Ordinary non-modular panel houses: In non-earthquake-prone areas, ordinary non-modular panel houses can be built up to a maximum of 6 floors. This type of panel house has a relatively traditional structural design and connection method. In non-earthquake regions, its structural strength and stability can support a building height of 6 floors.
  • Modular panel houses: Since the connections of modular panel houses are relatively more fragile, to ensure the overall safety and stability of the building, it is recommended that the number of floors should not exceed 5. Although modular buildings have advantages such as fast construction speed, the strength of the connection parts is a key factor affecting the number of floors.
  • Rural self-built houses: In the scenario of rural self-built houses, if pre-fabricated panels are used, steel reinforcement ring beams must be added when the house exceeds 3 floors. Steel reinforcement ring beams can enhance the overall rigidity and stability of the house and improve its seismic and other performance to ensure living safety. This also shows that when using pre-fabricated panels in rural self-built houses, an increase in the number of floors places higher requirements on structural reinforcement.
