Removal of Prefabricated Panel Structures in Housing

Admin September 18, 2026

There is no unified requirement for the complete demolition of housing with the removal of prefabricated panel structures; instead, a classified and precise approach is adopted.

I. General Disposal Principles The urban renewal plan for 2026 is clear, emphasizing the steady management of prefabricated panel houses. Whether a house is to be reinforced, further renovated, or demolished and rebuilt depends on its safety condition and professional appraisal results. D-grade dangerous houses, which pose significant safety risks due to their severely inadequate structural safety, will undergo accelerated demolition and renovation as a necessary measure to safeguard residents' lives and property. For C-grade dangerous houses and those with safety hazards that are also suitable for reinforcement, various methods such as repair, reinforcement, and renovation can be employed to enhance their safety and functionality.

II. Specific Practices in Taiyuan City The Taiyuan Real Estate Administration Bureau has gradually incorporated eligible prefabricated panel residential buildings into the scope of urban dilapidated housing renovation projects. For D-grade dilapidated houses and non-complete housing units, flexible handling methods are adopted. If the original site conditions permit, in-situ reconstruction can be carried out, preserving the original living environment and community atmosphere while improving housing conditions. For multiple or clustered buildings, conditions can be moderately relaxed for reconstruction, facilitating overall planning and enhancing regional quality. If the original site is unsuitable, alternative resettlement or monetary compensation can be provided to meet residents' housing needs. For C-grade dilapidated houses, priority is given to repair and reinforcement, extending their service life by fixing structural defects and enhancing load-bearing capacity. However, in cases of severe structural hazards, demolition and reconstruction may also be considered to fundamentally eliminate safety risks and provide residents with safer and more comfortable living environments.
