Hebei Prefabricated Assembly-Type Housing
Hebei has achieved remarkable results in the field of prefabricated assembly-type housing (prefabricated rural houses), forming a coordinated development model of policy support, technology promotion, and livelihood applications.

I. Comprehensive Policy Support System
Hebei took the lead nationwide in launching a pilot program for prefabricated rural houses in 2022, promoting construction through a combination of provincial-level inclusive subsidies and local matching incentives. At the provincial level, a uniform housing subsidy of 10,000 yuan per household is implemented, and the "Yunongtong" APP has been developed to enable the entire process of application, verification, and claim submission to be handled online, simplifying the operational procedures for farmers. At the local level, for example, Weichang Manchu and Mongolian Autonomous County has coordinated the development of prefabricated rural houses with rural dilapidated house renovations, allowing eligible farmers to enjoy both subsidies simultaneously, further reducing housing construction costs. By the end of 2025, a cumulative total of 20,000 households across the province have voluntarily chosen to build prefabricated rural houses, covering towns in 45 counties (cities and districts), with the policy coverage and beneficiary groups continuously expanding.
II. Balanced Technology Promotion and Supervision
Hebei enhances construction capabilities through systematic training, having trained over 3,000 builders for "prefabricated rural houses" construction as of the relevant time, and continuously conducting skill assessments to ensure a professional construction team. In terms of standardized construction, in collaboration with the provincial market supervision bureau, contract templates have been formulated, a full-process supervision mechanism covering production, sales, and construction has been established, and acceptance standards have been introduced to ensure housing quality from the source. For instance, farmers in Xianghe County, Langfang City, and Weichang County, Chengde City, have achieved rapid assembly and safe occupancy of their houses through standardized construction processes.
III. Significant Construction Advantages and Outstanding Livelihood Benefits
Prefabricated rural houses are constructed using factory-prefabricated components assembled on-site, reducing the construction period by more than 50% and eliminating the need for traditional processes such as bricklaying and plastering, saving time and labor. They boast prominent energy-saving and environmental protection features, with component production errors controlled within millimeters, and superior air tightness and thermal insulation compared to traditional dwellings, raising indoor temperatures by 3-5°C in winter and lowering them by 2-4°C in summer, significantly improving comfort. In terms of economy, farmer Li Zhanjun in Weichang County, Chengde, reduced his actual housing construction costs by about 30% compared to traditional methods after叠加 subsidies, demonstrating the dual cost-reduction effects of policies and technology.
Hebei's practice shows that prefabricated rural houses are becoming a new trend in rural residential construction, and their large-scale promotion is of great significance for improving rural housing quality and promoting green building development.
