Hainan Baoting Container House
Admin September 16, 2026
There are legal and compliant applications of container houses in Baoting, Hainan, but illegal occupation of cultivated land for the construction of container houses will be rectified.

Legal Application Scenarios:
- The Baoting Fruit Market once issued a rental announcement for five container stalls. These container stalls are equipped with air conditioners and are open for public rental, used for wholesale, retail, e-commerce, and other related trades in the fruit industry, such as rambutan, durian, and jackfruit. This indicates that container houses can be used for commercial operations when in compliance with regulations.
- The Maogan Township People's Government in Baoting Li and Miao Autonomous County also issued rental announcements for nine container stalls on Gonglu Bay Road and two container stalls on Xian'an Stone Forest Food Street. These container stalls can also be used for small-scale retail, beverages, specialty goods sales, and other related trades. This shows that container houses are permitted in specific areas and for specific purposes.
Illegal Cases and Rectification:
- A certain agricultural company in Hainan illegally occupied permanent basic farmland to construct container board houses. In March 2023, the company擅自 changed its备案用途 (the approved purpose) and occupied 0.43 acres of permanent basic farmland in Yixin Village Committee, Jiazi Town, Qiongshan District, Haikou City, to construct container board houses. In April 2023, the comprehensive administrative law enforcement department of Jiazi Town, Qiongshan District, Haikou City, ordered it to make corrections within a time limit. In September 2023, the party involved voluntarily demolished the constructed container board houses and restored the land for farming. This case indicates that illegal occupation of cultivated land for the construction of container houses is against the law and will be rectified by relevant departments.
Compliance Requirements:
- The construction and use of container houses must comply with relevant laws, regulations, and policy requirements, and must not illegally occupy cultivated land or change land use.
- When using container houses for commercial operations, it is necessary to comply with relevant market management regulations to ensure the legality and standardization of business activities.
