Guoluo Flush Mobile Toilet
There are relevant practices of flush mobile toilets in Guoluo, represented by the plateau photovoltaic micro-flush resource-based ecological toilet project. On June 30, 2026, the first toilet of this type in the country was put into use in Malayi Village, Maduo County, and simultaneously covered Yangjiashan Village in Haidong City.

I. Core Facilities and Technical Features of the Project
The 235-square-meter photovoltaic micro-flush ecological public toilet built in Malayi Village adopts a 'photovoltaic + energy storage' power supply system, equipped with 22 photovoltaic panels and a 20-kilowatt-hour energy storage battery, which can fully cover the daily power needs of lighting and micro-flush systems. In winter, through a modular operation mode, energy consumption is compressed to the range that can be covered by photovoltaic power generation, ensuring continuous operation in low-temperature environments. Its intelligent micro-flush toilet optimizes water flow design, with an average water consumption of only 0.7 liters per person, saving 87% of water compared to ordinary flush toilets. At the same time, combined with low-temperature-resistant biological bacteria degradation technology, it transforms excrement into water quality that meets the standards for farmland irrigation, achieving resource utilization.
II. Low-Temperature Adaptability Solutions
In response to the challenge of extreme low temperatures in winter on the plateau (with a minimum temperature of -40°C), the public toilet adopts dual anti-freezing measures:
- Graphene heating system: It covers the pipelines and purification tanks, generating heat efficiently at low voltage to ensure that the pipelines do not freeze and the microbial degradation process does not stop in low temperatures;
- Indoor temperature control design: Through the synergistic effect of building insulation materials and heating systems, the indoor temperature is stably maintained above 0°C, ensuring the normal operation of equipment and a good user experience.
III. Long-Term Operation and Maintenance Mechanism
The project establishes a closed-loop management mode of 'quadripartite collaboration':
- Technical support: State Grid Shaoxing Power Supply Company and technical teams provide technical support for equipment maintenance and energy management;
- Daily management and protection: The village is responsible for basic operation and maintenance work such as toilet cleaning and equipment inspections;
- Resource guarantee: Through party-building joint agreements, the responsibilities of all parties are clarified to ensure the continuous implementation of key links such as photovoltaic panel maintenance and biological bacteria replenishment.
This mode combines technological empowerment with localized management, solving the pain point of 'emphasizing construction and neglecting operation and maintenance' of mobile toilets in plateau areas and providing a replicable operation and maintenance model for similar projects.
