Guangzhou has specified that starting from 2026, all newly transferred residential land projects must be constructed using 100% prefabricated building methods. Well-Established Pre-Evaluation Mechanism to Standardize Project Implementation Process

The "Guangzhou Prefabricated Building Pre-Evaluation Application Work Guide" released in September 2025 specifies the following:

• Evaluation Units: Prefabricated buildings are evaluated on a single-building basis, modular buildings on an above-ground part basis, and renovation pre-evaluations on the declared renovation scope basis;
• Application Entities: The project construction unit (or owner unit) is responsible and must complete the application before the construction drawing design review;
• Evaluation Criteria: Implemented in accordance with current national, provincial, and municipal standards to ensure uniform technical requirements.
  This mechanism strengthens technical compliance reviews during the project design phase through a pre-evaluation process, providing a basis for subsequent construction and acceptance.

Continuously Expanding Application Scale with Uneven Regional Development

Data from 2024 shows that prefabricated buildings account for 49.41% of newly constructed buildings in Guangzhou, with over 50% in regions such as Tianhe and Huadu. This proportion indicates that prefabricated buildings have become the mainstream construction method, but regional disparities still exist, necessitating further policy guidance and technical support to promote balanced development.
