Reconstruction of Prefabricated Panel Houses in Guangxi
The reconstruction of prefabricated panel houses in Guangxi must meet certain conditions and follow specific reconstruction methods, owner voting requirements, and relevant special regulations.

Reconstruction Conditions: According to the "Interim Measures for the Reconstruction of Dangerous and Old Housing in Urban Areas of Guangxi Zhuang Autonomous Region" (draft for public consultation), large-panel residential buildings (including prefabricated panel houses) completed before 2000 are among the types of dangerous and old urban housing eligible for reconstruction. Additionally, housing identified as Class C or D dangerous housing by a qualified housing safety appraisal agency, housing whose completion year exceeds the designed service life of the building, and non-complete housing of state-owned enterprises and institutions completed before 2000 are also eligible for reconstruction.
Reconstruction Methods: There are various methods for reconstructing dangerous and old urban housing, including repair and reinforcement, original-site reconstruction, and relocation and resettlement. If repair and reinforcement are chosen, it is encouraged to legally add elevators, property management rooms, barrier-free facilities, etc., to improve living quality. For original-site reconstruction, increasing the number of households is not allowed, but the building area and height can be appropriately increased under relevant requirements. Relocation and resettlement allow for methods such as "housing vouchers" resettlement, property exchange (housing for housing), and monetary compensation to meet the needs of different owners.
Owner Voting Requirements: The reconstruction of dangerous and old urban housing must fully respect the wishes of the owners. Voting should involve owners representing more than two-thirds of the area of the exclusive parts of the building to be reconstructed and more than two-thirds of the number of owners. The reconstruction can proceed only if more than three-fourths of the owners participating in the voting, both in terms of area and number, agree.
Special Regulations: According to the "Supplementary Regulations on the Reconstruction of Dangerous and Old Housing in Guangxi Zhuang Autonomous Region," if two-thirds or more of the housing property owners of large-panel residential buildings agree to the reconstruction, upon application by the construction unit, the housing system reform committees at all levels can approve the reconstruction in accordance with relevant regulations. This provision provides a more flexible approach for the reconstruction of large-panel residential buildings.
Practical Case: The Daban Second District at No. 39 Xinghu Road, Qingxiu District, Nanning City, Guangxi, was approved for the reconstruction of dangerous and old housing on September 23, 2016, due to building aging and safety hazards. After years of construction, 29 high-rise residential buildings were built, providing 3,110 housing units and offering residents a safer and more comfortable living environment.
