Guangdong Container House Policy
The Guangdong container house policy covers aspects such as nature definition, land use legality, approval and construction application, safety standards, usage period and purpose restrictions, and policy support. Details are as follows:

Nature Definition: Container buildings in Guangzhou are generally defined as prefabricated temporary buildings, falling under the category of non-permanent structures. Their design, construction, and management must strictly adhere to regulations related to temporary buildings, such as the 'Regulations on Urban and Rural Planning in Guangzhou' and the 'Administrative Measures for Temporary Buildings and Small-Scale Construction Projects Below the Quota in Guangzhou', ensuring that the nature of the buildings complies with legal requirements.
Land Use Legality: The placement of container houses must meet two main conditions: clear land ownership and matching land use nature. In terms of land ownership, they must be placed on land with legally obtained usage rights, and it is strictly prohibited to occupy prohibited construction areas such as basic farmland, ecological control lines, and river management ranges. Regarding land use nature, the planned land use nature of the placement site must allow for the setting up of temporary buildings, such as some commercial land, warehousing and logistics land, and the interiors of specific project construction sites, while residential land and agricultural land are usually prohibited.
Approval and Construction Application: The construction of any container building must first apply for a temporary construction project planning permit or register for filing with the local town/street or district-level planning and urban management departments, depending on the scale and purpose. Unauthorized construction without approval is considered illegal and will face orders for demolition and penalties.
Safety Standards: Container houses must meet requirements for structural safety, fire safety, and water and electricity regulations. In terms of structural safety, the combination and stacking design of the containers must be carried out by professional institutions to ensure stability and meet requirements for wind and earthquake resistance. For fire safety, the materials must reach the corresponding fire resistance rating (preferably Class B1 or above flame-retardant materials), and necessary fire protection facilities (fire extinguishers, emergency lights, evacuation routes) must be equipped. The use of flammable sandwich panels is strictly prohibited. Regarding water and electricity regulations, the electrical wiring must be installed by certified electricians in accordance with standards, and the water supply and drainage must be connected to legal municipal networks or treated in compliance with regulations, eliminating unauthorized connections.
Usage Period and Purpose Restrictions: Temporary buildings have a clearly approved usage period, usually 2 years, and can apply for an extension in accordance with regulations. Upon expiration, they must be demolished or re-approved. The purpose must comply with the approved content, and it is strictly prohibited to change them to long-term residences or operate projects involving flammable and explosive materials or environmental pollution without authorization. Approval for residential functions is extremely strict and must meet all norms for residential buildings.
Policy Background and Support: The Department of Housing and Urban-Rural Development of Guangdong Province and other departments jointly issued the 'Implementation Opinions on Accelerating the Development of New Building Industrialization', aiming to promote supply-side structural reforms in the housing and urban-rural development sector, the transformation and upgrading of the construction industry, and green and low-carbon development, providing policy support for the development of new building industrialization forms such as container houses.
