Mobile Toilet Setup on Different Floor Levels

Admin October 05, 2026

The regulations for setting up mobile toilets on different floor levels need to be determined based on the type of building and specific standards, mainly divided into the following two scenarios:

I. General Requirements for Ordinary Construction Sites
According to the "Environmental and Sanitary Standards for Construction Sites" (JGJ146), mobile toilets and smoking areas should be set up every three floors in building structures. This requirement applies to all types of construction sites, including multi-story buildings and those that do not meet high-rise standards. The core purpose is to ensure the sanitary needs of construction workers, reduce随地排泄 (随地排泄: defecating or urinating anywhere) problems caused by inconvenient toilet access, and regulate smoking behavior among workers by setting up smoking areas at fixed intervals, thereby reducing fire risks. This standard emphasizes the universality of "every three floors" and is applicable to multi-story buildings with a height not exceeding 24 meters or projects that do not meet high-rise classification standards.

II. Special Requirements for High-Rise Building Construction
When the construction height exceeds eight floors, further detailed setup requirements need to be determined based on specific standards:

  1. Article 5.1.6 of the "Environmental and Sanitary Standards for Construction Sites" stipulates that when high-rise building construction exceeds eight floors, temporary toilets should preferably be set up every five floors. The term "should preferably" indicates a recommended clause, emphasizing that priority should be given to implementation when conditions permit, but it is not mandatory. This clause focuses on balancing setup costs with actual needs from the perspective of sanitary conditions and is applicable to scenarios with high sanitary requirements but limited construction conditions.
  2. The "Construction Safety Inspection Standards" (JGJ59-2011) explicitly require that when high-rise building construction exceeds eight floors, mobile toilets must be set up every four floors. The term "must" is a mandatory clause that must be strictly enforced. This standard emphasizes the convenience and safety of mobile toilets from the perspective of safety inspections, requiring a denser setup interval (every four floors) to better meet the actual needs of high-rise construction workers and facilitate inspection and implementation by safety regulatory authorities.

Priority in Practical Application: If a project involves high-rise buildings and requires safety inspections, priority should be given to following the mandatory requirements of the "Construction Safety Inspection Standards", i.e., setting up mobile toilets every four floors; if it is only an ordinary high-rise building project that does not involve safety inspections, reference can be made to the recommended clause and set up toilets every five floors.
