Dingzhou Rural Toilet Renovation

Admin October 01, 2026

The toilet renovation in Dingzhou's rural areas is not about 'mobile toilet renovation', but rather focuses on the renovation of rural household sanitary toilets and public toilets. The following provides an introduction from four aspects: renovation models, quantity and scope, subsidy policies, and implementation progress.

Renovation Models: Based on the actual situation in Dingzhou's rural areas and with full respect for the wishes of the villagers, the focus is on promoting water-flush toilets, three-chamber septic tank toilets, or biogas toilets to eliminate open-air latrines and simple dry toilets. In villages and communities covered by urban sewage pipelines or equipped with centralized rural domestic sewage collection and treatment systems, water-flush toilets are selected and connected to the pipelines for harmless treatment. For areas without sewage treatment pipeline conditions, in accordance with the principles of not polluting public water bodies, being economically feasible, and easy to maintain, biological and physical means are used for harmless treatment or resource utilization. Three-chamber septic tank toilets or biogas toilets are selected, and regular dredging is organized. Some plans also mention the use of 'single-pit or three-chamber water-flush toilets + fecal sludge treatment stations' as the main approach, while also considering the 'double-urn funnel-type' toilet renovation model. In villages with conditions for inclusion in sewage pipeline collection and treatment, the preferred model is complete upper and lower water-flush toilet renovation. For villages without such conditions, the use of 'single-pit or three-chamber water-flush toilets + fecal sludge treatment stations' can also be combined with the 'double-urn funnel-type' toilet renovation model. Newly renovated household toilets that meet the conditions are basically water-flush toilets, moved back from the street into the courtyard, and efforts are made to promote indoor toilets. In rural areas where it is not feasible to install water-flush toilets, simple dry toilets can be renovated to completely eliminate open-air latrines.

Renovation Quantity and Scope: In 2026, Dingzhou City will renovate 21,000 rural harmless sanitary toilets, involving 25 townships.

Subsidy Policies: In 2026, for newly built or renovated rural harmless toilets that meet the standards and pass the acceptance inspection, a subsidy of 1,200 yuan per toilet will be provided. There are also reports stating that for newly built rural household sanitary toilets completed this year (not 2026) that pass the acceptance inspection, a subsidy of 1,000 yuan per household will be provided, and for newly built rural public toilets that pass the acceptance inspection, a subsidy of 25,000 yuan per toilet will be provided.

Implementation Progress: In 2026, taking administrative villages as units, construction teams will be organized for technical training and centralized construction. It is expected that the annual renovation tasks will be basically completed by the end of June, and third-party assessment and acceptance will be organized in July. Based on the assessment and acceptance results, gaps will be identified and rectified within a time limit to ensure the high-quality completion of the rural toilet renovation tasks throughout the city.
