Department Responsible for Mobile Toilets

Admin October 05, 2026

The department responsible for mobile toilets varies depending on the usage scenario and contractual agreements, primarily falling into three categories: public areas, commercial venues, and temporary events.

In public areas such as parks, scenic spots, large event venues, and both sides of main and secondary urban roads, the operation of mobile toilets is usually handled by local sanitation departments or professional service companies. The environmental sanitation administrative department of the municipal people's government designates a management unit to carry out daily management and maintenance of public toilets, ensuring their normal operation and hygiene. These departments possess professional cleaning and maintenance capabilities, enabling them to promptly address issues such as fecal removal and equipment repairs in toilets, providing the public with a clean and hygienic restroom environment.

In commercial venues such as shopping malls, hotels, and construction sites, the management responsibility for mobile toilets is relatively complex. Some businesses sign contracts with professional cleaning companies to outsource the daily cleaning and maintenance of mobile toilets. The cleaning companies regularly dispatch personnel to clean and disinfect the toilets, ensuring their hygiene meets standards. However, some construction sites may arrange their own personnel to handle the cleaning of mobile toilets, although this is relatively rare as it requires more manpower and resources and may not achieve professional cleaning results. Additionally, public toilets in urban markets are managed by the market operation and management units, those in newly built or renovated residential buildings and residential areas are managed by their respective management units, those in scenic spots and tourist attractions are managed by their competent departments or operation and management units, and those attached to public buildings are managed by the property owners. These units can also sign agreements with urban environmental sanitation units to entrust them with construction and maintenance management.

At temporary events such as exhibitions and concerts, the rental company of mobile toilets usually takes charge of post-event cleaning. After the event, the rental company arranges professional personnel to remove feces and recover equipment from the toilets, ensuring the hygiene of the event site is not affected. If the event organizer rents mobile toilets independently, they can also specify the cleaning responsibility in the contract, with the organizer or a designated third party responsible for the cleaning and maintenance of the toilets.
