Renovation of Prefabricated Panel Houses in County Towns

Admin September 18, 2026

The renovation of prefabricated panel houses in county towns has been included in key national and local plans, with clear renovation goals and diverse methods aimed at eliminating safety hazards and improving living quality.

I. National-Level Planning Defines Renovation Goals
The '15th Five-Year Plan for Urban Renewal' issued by the State Council lists prefabricated panel houses as an independent renovation category, alongside C and D-grade dilapidated houses. It proposes renovating over 500,000 sets (units) of prefabricated panel houses on state-owned land in urban and county built-up areas and requires the elimination of safety hazards in registered D-grade dilapidated houses. This goal provides a policy framework for the nationwide renovation of prefabricated panel houses, emphasizing systematic governance and safety standards.

II. Local Practices Are Based on Dilapidated House Surveys
Taking Lan County as an example, according to Shanxi Province's 'Notice on Conducting a Survey of Urban Dilapidated Houses and Orderly Promoting the Renovation of Urban Shantytowns (Dilapidated Houses),' the local area has established a database of dilapidated houses through surveys and implemented dynamic management of D-grade dilapidated houses. For instance, among the two D-grade houses in Lan County town, one has been demolished and the other has been self-renovated, while regular surveys and early warning mechanisms are used to prevent safety accidents. This indicates that local renovations need to be based on accurate surveys and prioritize the handling of high-risk houses.

III. Renovation Methods Show a Diversified Trend
After 2026, the renovation of prefabricated panel houses will no longer be limited to the traditional 'demolition, compensation, and relocation' model. Instead, methods such as maintenance and improvement, structural reinforcement, independent original demolition and reconstruction, or expropriation and renovation will be adopted based on the safety status, structural conditions, and local plans of the houses. For example, Qinghai Province's '15th Five-Year Plan for Urban Renewal' proposes achieving dynamic clearance of D-grade dilapidated houses by 2030 and improving community functions through measures such as elevator installation and updates. The choice of renovation method requires a comprehensive assessment of house value, resident willingness, and financial capacity, encouraging eligible old houses to undergo independent updates.

IV. Clear Time Nodes and Scale Requirements
The national plan clearly states that 500,000 sets (units) of prefabricated panel houses will be renovated by 2030, while places like Qinghai Province will simultaneously promote the renovation of 150,000 old residential communities and the update of 500 elevators. This timeline requires各地 (local areas) to implement the renovations in stages, prioritizing the resolution of houses with prominent safety hazards and gradually expanding to functional improvement renovations, ultimately achieving a comprehensive upgrade of living quality.
