Container House Police Station

Admin September 16, 2026

The use of container houses as police stations needs to be discussed in different scenarios, as there is a fundamental difference between legal temporary use and illegal modification.

Legal temporary use scenarios: Some police stations, due to work requirements, choose containers as temporary office spaces. For example, the Gele Police Station (Gele Provincial Inspection Station) of the Dongchuan District Public Security Bureau in Kunming uses a white container as a temporary office point beside the Longdongge Highway. This container house, with an area of less than 20 square meters, is equipped with only basic office facilities such as old tea tables and small sofas. However, it undertakes 24-hour uninterrupted security inspection tasks, including setting up checkpoints, questioning, searching, and information comparison for passing freight vehicles. Such use needs to meet two conditions: first, it is temporary and only serves as a short-term transitional office space; second, it is compliant, requiring approval or filing with relevant departments and not affecting public safety and order.

Illegal modification scenarios: If containers are modified into long-term residential or office buildings, it involves illegal construction issues. According to Article 65 of the Urban and Rural Planning Law of the People's Republic of China, in rural and village planning areas, those who fail to obtain a rural construction planning permit in accordance with the law or fail to construct in accordance with the permit shall be ordered by the township or town people's government to stop construction, make corrections within a time limit, and may be forcibly demolished if corrections are not made within the time limit. For example, in Miaozhong Village, Miaozhen Town, Chongming District, there appeared 'container houses' that residents purchased for about 5,000 yuan each. After modification, they were equipped with doors, windows, water, electricity, and even air conditioners. However, such modifications were not approved and belonged to illegal construction. After investigation, the law enforcement department guided residents to return the goods through legal publicity, interviewed the container boss, and ultimately refunded the residents' purchase amounts and removed the containers.

Safety risks and legal consequences: Illegally modified container houses have multiple hidden dangers. First is structural safety. Containers are originally transportation equipment, and without professional design and modification, they may not be able to withstand the loads of long-term residence or office use. Second is fire safety. Behaviors such as illegally connecting wires and using open flames can easily cause fires. Third is public health. Some containers may come from temporary facilities such as Fangcang hospitals and have health hazards. In addition, illegal builders may face administrative penalties and even criminal responsibilities. For example, in the steel market in Wuxiang Town, Yinzhou District, Ningbo, someone illegally stored 78 liquefied petroleum gas cylinders in containers and was ultimately administratively detained for 10 days for violating the Public Security Administration Punishment Law of the People's Republic of China.
