Container House for Storage

Admin September 15, 2026

Whether it is compliant to use a container house for storage depends on the situation. In general, it needs to meet requirements for approval, planning, and safety; otherwise, it may involve violations.

Urban Areas

  • Approval and Compliance with Planning: In urban areas, if a container house is placed on a legally compliant site, such as land with private property rights that conforms to urban planning, and relevant approval procedures for temporary structures have been completed, and it is only used for storing miscellaneous items, it can generally be considered compliant. However, if approval procedures have not been completed, even if it is only used for storing miscellaneous items, it is considered illegal construction. For example, the Licang District Comprehensive Administrative Law Enforcement Bureau found during inspections that there were container-style panel houses in a courtyard without temporary construction approval being used for storing miscellaneous items. They were identified as illegal construction, and the users were required to make rectifications within a specified period. Eventually, all three container-type illegal structures were removed.
  • No Impact on Public Interests: Even if approval procedures have been completed, the placement of a container house should not affect public transportation, fire safety, the normal lives of others, and other public interests. For example, in a parking lot, containers were combined into a simple house without approval, equipped with bed frames, wardrobes, and other furniture, and even renovated into a bathroom, occupying an area of about 612 square meters in total. This seriously affected the city's appearance and posed safety hazards, and it was eventually completely and orderly demolished.

Rural Areas

  • Placement Requirements on Homesteads: In rural old homesteads, if containers are only temporarily and briefly placed for storing a small amount of agricultural tools and miscellaneous items, and the purpose of the homestead is not changed, and the village appearance and neighborly relations are not affected, it may be tacitly allowed in some areas. However, attention should still be paid to the management regulations of the local village committee. If containers are permanently fixed and placed, or even renovated into residential or business premises, it is usually necessary to apply for and complete relevant approval procedures from the local natural resources and planning department and the township people's government. Unauthorized actions are considered illegal.
  • Placement Requirements on Non-Homestead Collective Land: If the placed containers occupy collective land other than homesteads, such as public passageways and farmland, regardless of whether they are placed for a long time, it is considered illegal land occupation and will be required to be cleared. For example, if they are placed on wastelands such as barren mountains, slopes, abandoned ponds, and ditches, it is necessary to consult the relevant land management department. After government approval, they can be placed, and they should not be placed in places that obstruct rural traffic or affect the lives of other villagers.
