Admin September 18, 2026
The construction requirements standard for prefabricated houses is as follows:

I. Basic Conditions for Building Prefabricated Houses in Rural Areas
- Compliance with Village Planning: According to the "Regulations on the Planning and Construction Management of Villages and Towns", the location of house construction must comply with the approved village plan, and random occupation of land outside the plan is prohibited.
- Obtaining Approval Procedures:
- Land Use Approval: In accordance with the "Land Administration Law", it is necessary to comply with the overall land use plan of the township (town), giving priority to the use of existing homesteads or vacant land within the village; if agricultural land is occupied, approval for land conversion must be obtained.
- Planning Permit: According to the "Urban and Rural Planning Law", a rural construction planning permit must be obtained.
- Construction Permit: If the project investment exceeds 300,000 yuan or the building area exceeds 300 square meters, a construction permit must be applied for, and conditions such as land use, planning, and the determination of the construction enterprise must be met.
- Construction Enterprise Qualifications: The construction unit must possess the corresponding qualification grade certificate or qualification review certificate; individual craftsmen (except for house repairs) must also go through the approval process for construction qualifications.
- One Household, One Homestead Principle: Strictly adhering to the "Land Administration Law", rural villagers can only have one homestead per household, and the area must not exceed the standards set by the provincial government.
II. Special Requirements for Prefabricated Rural Houses in Shandong Province
- Construction Principles: It is necessary to meet the requirements of modern functionality, structural safety, cost-effectiveness, environmental friendliness, and harmonious style, and design in combination with local climate, topography, and traditional architectural characteristics.
- Structural Systems: Clearly adopt structural systems such as prefabricated concrete shear walls, EPS module cast-in-place concrete, and light steel frames, and follow detailed design and construction specifications.
- Material Specifications: Give priority to the selection of green, economical, and recyclable building materials, and encourage the use of local materials; the use of high-energy-consuming or polluting materials that exceed standards is prohibited.
- Design Requirements:
- The architectural style should reflect the regional characteristics of central Shandong, northwest Shandong, southwest Shandong, or the Jiaodong area, and consider aging-friendly design (such as barrier-free ramps).
- The floor plan should face north and south to facilitate sunlight and ventilation; the shape should be simple and regular, and the functional spaces should cover bedrooms, dining rooms, storage areas, and courtyards, etc., to achieve separation of dynamic and static areas.
- Construction Management:
- Construction must be carried out by professional teams or trained rural individual craftsmen, and a construction organization design and plan must be formulated.
- The plan should include component installation, node construction, quality management, and safety measures, etc., to ensure the integrated collaboration of design, production, and assembly.
