Procedures for Constructing Mobile Toilets
Constructing mobile toilets requires sequential approvals for planning and site selection, land use, and construction projects. Special scenarios may also require additional approvals and compliance with relevant laws and regulations.

I. Planning and Site Selection Approval
- Initial Planning Review and On-Site Inspection: Ensure the selected site complies with local overall land use planning and urban-rural planning. The planning and construction management department conducts an initial review and on-site inspection to assess the site's rationality and its impact on the surrounding environment, such as traffic, urban appearance, or potential safety hazards.
- Issuance of Planning and Site Selection Opinion Letter: After the site passes the review, the planning and construction management department issues an opinion letter specifying the toilet's location, land use scope, and construction requirements, serving as the basis for subsequent approvals.
II. Land Use Approval
- Land Use Application and Review: After obtaining the planning and site selection opinion letter, submit a land use application to the land and resources management department, providing materials such as land ownership certificates and the site selection opinion letter to ensure the land use complies with overall land use planning and requirements for economical and intensive land use.
- Land Use Approval: After passing the review, the county-level people's government approves the land use, specifying the land use method (e.g., leasing or allocation) and duration, and handles relevant procedures.
III. Construction Project Approval
- Design Plan Review and Construction Drawing Audit: Commission a qualified design unit to prepare the architectural plan and submit it to the construction management department for review; the construction drawings must be submitted to a drawing review agency for audit to ensure compliance with building safety, hygiene, environmental protection, and other standards, such as structural stability, ventilation and lighting, and sewage treatment.
- Application for Construction Permit: After completing the above reviews, submit a construction permit application to the construction management department, providing materials such as land use approval documents, design plans, and construction contracts. After verification, a permit is issued, allowing construction to commence.
IV. Approval Requirements for Special Scenarios
- Temporary Use: For temporary events such as exhibitions or concerts, where the land nature is not changed, report to the event organizer or site management party and may need to obtain temporary permission, specifying the usage duration and removal requirements.
- Change of Land Use: If constructing on land not originally designated for toilets (e.g., industrial or agricultural land), first apply to the natural resources department for a change of land use, obtaining approval before construction.
- Construction in Public Areas: For construction on urban roads, parks, squares, and other public areas, obtain permission from the urban planning and urban management departments, complying with urban planning and management requirements; unauthorized construction may face orders for removal and fines.
- Commercial Operation Purposes: For fee-based services, in addition to land use change approvals, handle relevant commercial operation permits such as business licenses and hygiene permits to ensure legal and compliant operation.
V. Legal Basis and Precautions
Comply with laws and regulations such as the Urban and Rural Planning Law of the People's Republic of China, the Land Management Law of the People's Republic of China, and the Urban Real Estate Administration Law of the People's Republic of China to ensure legal land use, compliant planning, and safe construction. The placement must not affect urban appearance, traffic, or the environment. Before leasing or installing, assess site conditions (e.g., water and electricity access, ground flatness) in advance. Large-scale events may require handling site occupation procedures.
