Chongqing Rural Mobile Toilet Renovation
Chongqing's rural mobile toilet renovation is guided by scientific norms and practical convenience, advancing through multiple dimensions such as policy guidance, technical standards, and digital management to ensure renovation quality and long-term maintenance.

I. Policy Guidance and Operational Norms
Chongqing has released the Pocket Guide for Co-construction and Co-evaluation of the 'First Toilet Pass' in Rural Toilet Renovation, providing systematic guidance for toilet renovation work. The guide includes three main chapters:
- Managerial Operation Guide: Clarifies the planning, quality supervision, and acceptance processes for toilet renovation projects to ensure compliance with policy requirements.
- Technical Guidance Operation Points: Details technical parameters for key aspects such as three-chamber septic tanks and fecal inlet pipes, such as designing septic tank capacity based on household size to prevent leakage or blockage.
- Construction Worker Operation Manual: Provides standardized construction steps, such as夯实 (compaction) of the septic tank base and sealing of joints to avoid later settlement or odor leakage.
Additionally, a ten-step flowchart for the 'first toilet pass' is included to simplify operational steps in a flowchart format for easy on-site reference.
II. Technical Standards and Renovation Requirements
Taking Dazu District as an example, the 2024 renovation plan specifies three technical norms:
- Construction Standards: Adopt water-flush sanitary toilets, with toilet structures meeting the 'five-have' conditions (having a roof, walls, a door, windows, and water/electricity supply). In principle, toilets should be installed within courtyards or indoor areas with a minimum floor area of 2 square meters.
- Operational Standards: After renovation, the 'five-no' conditions must be achieved (no mosquitoes/flies, no exposure, no mess, harmless treatment, no scattered discharge). For example, septic tanks must be regularly emptied and sealed to prevent fecal overflow.
- Subsidy Scope: Fiscal funds are primarily used for the procurement and installation of three-chamber septic tanks, fecal inlet pipes, squat pans, and water tanks, with subsidies not exceeding 1,900 yuan per household. Toilet structures are to be provided by the residents themselves.
III. Digital Management and Long-term Maintenance
To address issues of 'inability to renovate, inability to use, and difficulty in maintenance,' Chongqing has introduced a rural household toilet renovation information card, which includes the following:
- Renovation Information: Clarifies renovation reasons, construction standards, and usage methods, such as regularly checking the water tank level in water-flush toilets to prevent dry burning damage.
- Digital Platform: Includes a QR code for the 'Chongqing Rural Household Toilet Renovation Digital Management Service Platform,' allowing farmers to scan and inquire about renovation progress, report faults, or provide feedback, enabling 'one-click' maintenance.
Through triple safeguards of policy, technology, and management, Chongqing's rural toilet renovation has established a 'construction and management equally emphasized, long-term operation and maintenance' model, effectively improving rural sanitation conditions and residents' quality of life.
