Chongqing Prefabricated Housing Policy

Admin September 18, 2026

Chongqing has not yet introduced specific demolition or renovation policies for prefabricated housing (such as prefabricated panel houses). Current policies primarily focus on technical specifications for prefabricated construction and regional development goals. Details are as follows:

I. Demolition Policy for Prefabricated Panel Houses: Online rumors are false; no unified demolition plan exists
The Chongqing Housing and Urban-Rural Development Commission has explicitly refuted rumors about the “complete demolition of prefabricated panel houses in 2024.” According to the Regulations on the Expropriation of Houses on State-Owned Land and Compensation, house expropriation must be based on public interest needs (such as infrastructure development or dangerous building renovation). Prefabricated panel houses themselves are not a legally defined scenario for expropriation. Currently, Chongqing has not formulated a unified demolition plan or scheme for prefabricated panel houses. Related demolitions will be evaluated on a case-by-case basis according to whether specific projects meet public interest conditions and in compliance with legal procedures.

II. Technical Management of Prefabricated Construction: Revision of Floor Panel Identification Standards
To promote industrialized construction, the Chongqing Housing and Urban-Rural Development Commission has revised the conditions for identifying fully cast-in-place composite floor panels as prefabricated assembly floor panels. The new regulations specify:

  • Material requirements: Reinforced truss floor decking, profiled steel sheet floor decking, and other materials must adopt formwork-free and plaster-free processes to reduce on-site wet operations.
  • Performance standards: They must meet requirements for load-bearing capacity, fire resistance, and durability to ensure structural safety and long-term usability.
  • Scope of application: Applicable to the technical identification of floor panels in the evaluation of prefabricated buildings, promoting standardized and efficient construction.

III. Regional Promotion of Prefabricated Construction: Bishan District Sets Development Goals
The Bishan District Housing and Urban-Rural Development Commission has released a draft for public comment, proposing that by 2025, the proportion of newly started prefabricated construction projects should exceed 35%, and clarifying the scope of implementation:

  • Project types: Government-invested projects (such as schools and hospitals), large-scale socially invested projects (such as commercial complexes), and municipal infrastructure projects (such as bridges and utility tunnels).
  • Departmental responsibilities: The development and reform department is responsible for project approval, the planning and natural resources department implements land use planning, and the tax department provides tax incentives, forming a multi-department collaborative promotion mechanism.

Summary: Chongqing's policies on prefabricated housing primarily focus on standardizing technical specifications and promoting the development of prefabricated construction, without introducing large-scale demolition or renovation plans. Citizens should rely on official information and avoid believing online rumors; relevant enterprises can pay attention to the technical requirements for prefabricated construction and regional policies to seize market opportunities.
