Container House Rental in Chongming District

Admin September 16, 2026

Caution is required when renting out container houses in Chongming District. Container houses that have been converted into buildings without approval are illegal structures, posing legal risks and safety hazards. It is not recommended to use them directly for residential or commercial purposes.

Legal Aspect: Converted Container Houses as Illegal Structures

According to Article 65 of the Urban and Rural Planning Law of the People's Republic of China, in township and village planning areas, if construction is carried out without obtaining a rural construction planning permit in accordance with the law or without complying with the provisions of the rural construction planning permit, the township or town people's government shall order the cessation of construction and make corrections within a specified time limit. If the corrections are not made within the time limit, the structures may be demolished. Container houses that have been converted into buildings without obtaining relevant approval procedures are of the same nature as unauthorized newly-built houses and are considered illegal structures. Chongming District's Xianghua Town, Miaozhen Town, and other areas have launched special rectification efforts, relocating or dividing container houses with safety hazards such as unauthorized electrical wiring and illegal use of liquefied petroleum gas cylinders. They have also developed rolling promotional materials in the form of "one point, one card" to prevent the spread of such behaviors.

Safety Aspect: Multiple Hazards of Converted Container Houses

Container houses that have been converted into buildings often lack necessary safety guarantees and management. On the one hand, during the conversion process, there may be behaviors such as unauthorized electrical wiring and illegal use of liquefied petroleum gas cylinders, which can easily lead to safety accidents such as fires and electric shocks. On the other hand, some containers may come from makeshift hospitals during the previous two years of the pandemic, posing sanitation and fire safety hazards. In addition, if container houses encroach on public land, they can easily cause environmental dirtiness and other problems, affecting the appearance of the city and the quality of life of residents.

Practical Aspect: Ways to Use Containers Legally and Compliantly

If containers need to be used, their purposes should comply with legal and regulatory requirements, and house conversion should be avoided. For example, they can be used as temporary warehouses or equipment storage areas, but relevant permits or filings should be obtained. At the same time, containers should be purchased or rented through formal channels to ensure their legal origin and reliable quality. For container houses that have already been converted, if approval procedures have not been obtained, they should be demolished or rectified as soon as possible to avoid legal penalties and economic losses.
