II. Rural Housing Pilot Programs and Incentive Policies Changsha has launched a two-year pilot program for prefabricated rural housing construction, providing incentives for rural houses built with prefabricated concrete structures, steel structures (non-light steel), and timber structures. For self-occupied rural houses, an incentive of 400 yuan per square meter is provided, with a maximum of 50,000 yuan per household. For commercial houses owned by enterprises (individuals), an incentive of 200 yuan per square meter is provided, with a maximum of 20,000 yuan per building. The incentives are implemented on a 'build first, compensate later' basis, and require that all main structural components (beams, columns, floor slabs, etc.) be factory-produced and assembled on-site, with only the foundation allowed to be cast on-site.
