Government Subsidies for Cement Prefabricated Houses

Admin September 18, 2026

Government subsidies for cement prefabricated houses need to be determined based on specific scenarios and policy types, mainly falling into four categories: disaster relief, expropriation compensation, prefabricated building subsidies, and rural dilapidated house renovation, as detailed below:

1. Disaster Relief and Reconstruction Grants
If a house collapses or is severely damaged due to natural disasters such as earthquakes or mudslides, and the disaster is recognized as force majeure, affected individuals can apply to the local government for disaster relief or reconstruction grants. They need to submit materials such as disaster certificates and house damage assessment reports. After approval, grants will be issued. The grant amount is determined by the local government based on the disaster level, the extent of house damage, and the local economic situation. For example, some regions provide tens of thousands of yuan in reconstruction grants for completely collapsed houses.

2. Expropriation or Demolition Compensation
If a house is expropriated by the government for urban renewal, infrastructure construction, etc., according to the 'Regulations on the Expropriation of Houses on State-owned Land and Compensation', the expropriated individuals are entitled to compensation for the house value (including the value of ancillary facilities), relocation and temporary accommodation compensation, and compensation for business interruption losses. The compensation amount is determined by real estate appraisal agencies, and some regions may also provide additional subsidies or rewards. For example, in 2025, the Ministry of Housing and Urban-Rural Development clearly stated that it would carry out renovations of urban villages and dilapidated houses (including old prefabricated buildings), providing diversified compensation methods such as monetary resettlement, housing vouchers, and original-site reconstruction. Zhengzhou issues housing vouchers at a rate of 1100 yuan per square meter, and a district in Suzhou offers monetary compensation of up to 33,000 yuan per square meter.

3. Special Subsidies for Prefabricated Buildings
For cement prefabricated houses built or renovated using prefabricated technology, local governments may provide financial subsidies or tax incentives. Specifically:

  • Subsidies for newly built prefabricated houses: The subsidy standard is determined based on factors such as building area and assembly rate (the proportion of prefabricated components), with some regions providing subsidies of several hundred yuan per square meter.
  • Subsidies for the prefabricated renovation of existing houses: The subsidy amount is determined based on the renovation area and content (such as the replacement of energy-efficient doors and windows and the addition of exterior wall insulation).
The application process requires attention to announcements from the local housing and urban-rural development department. Design drawings, procurement contracts, and other materials need to be submitted. After review and public announcement, subsidies will be issued.

4. Special Funds for Rural Dilapidated House Renovation
The central government has established subsidy funds for rural dilapidated house renovation to support the renovation and earthquake resistance improvement of dilapidated houses for low-income rural groups (such as households at risk of returning to poverty and those receiving minimum living allowances). The policy will be implemented until December 31, 2025. The subsidy standard is determined by the local government based on the danger level of the house, the renovation method (such as repair and reinforcement or demolition and reconstruction), and the family's economic situation.

It is recommended to consult local government departments or professional lawyers based on the specific situation of the house to obtain accurate policy information.
