Demolition of Cement Prefabricated Houses
Admin September 18, 2026
The demolition of cement prefabricated houses does not involve a complete teardown, and compensation is usually provided. The specific policies and compensation methods are as follows:

Demolition Policies
- Not a complete teardown: The "Guidelines on Promoting the Renovation and Upgrading of Old Urban Residential Communities" jointly issued by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development clearly state that the renovation of prefabricated panel houses should be "tailored to local conditions and implemented in a classified manner", adhering to the principle of "renovating wherever possible and making changes wherever feasible", without proposing a requirement for a "complete teardown". For prefabricated houses with undamaged main structures, repair and renovation can be carried out; those with safety hazards must be demolished and rebuilt.
- Three types of houses prioritized for demolition:
- Main structure damaged beyond repair: Prefabricated panel houses with main structures that have been damaged and cannot be repaired even through old house renovation. These houses pose serious safety hazards and must be demolished.
- Unable to withstand natural disasters: Houses with undamaged main structures but unable to withstand natural disasters such as earthquakes and floods. These houses may cause significant losses to residents' lives and property during natural disasters and are therefore prioritized for demolition.
- Houses on municipal planning land: Prefabricated panel houses on land designated for municipal planning, such as those on land planned for the construction of high-speed railways, road widening, and elevated bridges in cities, need to be demolished to meet urban development needs.
Compensation Situations
- Compensation is usually provided: According to relevant laws, demolition compensation covers value compensation for the demolished house, relocation and temporary accommodation compensation, and compensation for losses due to business interruption. As a legally demolished building, the value of a cement prefabricated house will be assessed based on factors such as its structure, area, and degree of newness to determine the compensation amount.
- Compensation methods and standards:
- Monetary compensation: The compensation plan is not less than 110% of the market price of surrounding commercial houses. For example, the assessed price of Dong'an No.1 Village in Shanghai reached 135,000 yuan per square meter, 15% higher than the second-hand house price in the same area; in Wenzhou, Zhejiang, prefabricated panel houses built before 2000 are compensated at 2,800 yuan per square meter, 16.7% higher than brick-and-concrete houses.
- Property rights exchange: This has innovated the traditional resettlement method. In Handan, residential buildings are exchanged at a ratio of 1:1.1, and houses on homestead land at a maximum of 1:1.2; if the per capita area is less than 30 square meters, it is made up to the guaranteed area. This method is suitable for people with long-term housing needs.
- Housing voucher resettlement: Choosing housing vouchers is also a compensation method.
- Others: Compensation standards vary in different regions due to differences in economic development levels and policies. For specific compensation standards and related details, you can consult the local housing expropriation department or request to view the housing expropriation compensation plan.
