Can Prefabricated Houses Get Real Estate Certificates?
Admin September 19, 2026
Whether a prefabricated house can obtain a real estate certificate depends on the specific circumstances. It can be obtained when certain conditions are met, and cannot be obtained if they are not.

Situations Where a Real Estate Certificate Can Be Obtained
If a prefabricated house meets the following set of conditions, it can obtain a real estate certificate.
- Legal Land Nature: The land occupied by the cement prefabricated house must be legally acquired and in line with the planned usage. The acquisition method of the land should comply with laws and regulations, such as obtaining land use rights through legal transfer or assignment procedures. At the same time, the planned usage of the land should match the construction purpose of the prefabricated house. For example, if the land is planned for residential use, then building a prefabricated house for residential purposes meets the requirements.
- Complete Construction Procedures: Necessary certificates such as a construction project planning permit and a construction permit are required. The construction project planning permit is a legal document confirming that the relevant construction project complies with urban planning requirements. The construction permit is an approval document indicating that the construction unit meets various construction conditions and is allowed to start construction. Only by obtaining these certificates can it be ensured that the construction of the prefabricated house is legal and compliant.
- Construction According to the Plan: Construction should be carried out strictly in accordance with the design plan approved by the planning department. The design plan approved by the planning department has undergone professional evaluation and review and complies with the overall urban planning and relevant technical standards. Strictly following this plan can ensure the quality and safety of the prefabricated house, as well as its coordination with the surrounding environment.
- Compliance with Local Policies and Regulations: There may be differences in the management policies for prefabricated houses in different regions, and it is necessary to comply with local specific policies and regulations. For example, certain regions may have special requirements regarding the architectural style and area of prefabricated houses.
- Pass House Inspection: After the house construction is completed, it needs to pass inspections by relevant departments. Only after passing the inspection can a real estate certificate be obtained. The inspection content includes aspects such as the quality, safety, and fire protection of the house to ensure that it meets residential and usage standards.
Situations Where a Real Estate Certificate Cannot Be Obtained
If no various construction procedures have been completed and the prefabricated house is considered a temporary building, then a real estate certificate cannot be obtained. Temporary buildings are usually erected to meet short-term usage needs, and their construction has not gone through formal approval procedures, failing to meet the requirements for long-term residence and property registration.
