Can Prefabricated Houses Get Certificates?

Admin September 18, 2026

Whether prefabricated houses can obtain certificates depends on specific circumstances and is not an absolute yes or no.

Some prefabricated houses do not meet the requirements for obtaining property certificates because they have not gone through necessary procedures such as land acquisition, project approval, submission for approval, drawing review, construction, and building permit application. These houses are usually regarded as temporary structures, and their design and construction standards do not meet the norms for long-term residence or formal buildings. For example, some simple prefabricated movable panel houses, mainly used for temporary office work, living, or storage, do not follow the formal construction process during construction and do not obtain corresponding legal documents, so they cannot obtain property certificates.

However, taking cement prefabricated houses as an example, they can obtain property certificates if certain conditions are met. Firstly, the land they occupy must be legally acquired and conform to the planned use, which is the fundamental prerequisite for obtaining a property certificate. Only when the land nature and use comply with regulations can the subsequent construction and certificate application processes proceed smoothly. Secondly, a series of legal procedures must be obtained before construction, including construction project planning permits and construction permits. These documents are important proofs of the legality of construction activities, ensuring that construction is carried out under the supervision of the planning department. Furthermore, the construction process must strictly follow the design plan approved by the planning department to ensure that the layout and structure of the house meet planning requirements. After completion, the house must pass various inspections, including engineering quality inspection, planning inspection, fire protection inspection, and environmental protection inspection. Engineering quality inspection ensures the structural safety and normal use functions of the house; planning inspection ensures that the construction of the house complies with urban planning; fire protection inspection guarantees the fire safety of the house; and environmental protection inspection focuses on the impact of house construction on the environment. Finally, it must comply with local policies and regulations. Different regions may have some special requirements and detailed rules for obtaining certificates for prefabricated houses. Only when all these conditions are met can prefabricated houses obtain property certificates.
