Can Prefabricated Houses Be Used for Kindergartens?
Whether prefabricated houses can be used to establish kindergartens depends on a comprehensive assessment of whether the specific house structure meets safety requirements such as earthquake resistance, as well as whether it satisfies the legal conditions for applying to open a kindergarten.

House Structure Safety Requirements
According to the relevant provisions of GB 50011-2001 'Code for Seismic Design of Buildings' (partially revised in 2008), prefabricated panel houses have significant shortcomings in terms of earthquake resistance. This code sets out clear requirements for the seismic design of building structures. Due to their structural characteristics, prefabricated panel houses are prone to damage under earthquake action and find it difficult to meet the seismic fortification objectives specified in the code. If a prefabricated house adopts a prefabricated panel structure, its use for educational purposes may be suspected of non-compliance due to its inability to meet seismic requirements, especially in earthquake-prone areas or regions with high seismic fortification intensities, where the risks of using such houses for kindergartens and other crowded places are even more prominent.
Legal Conditions for Applying to Open a Kindergarten
Even if the house structure meets safety requirements, the following legal conditions must be met to open a kindergarten:
- Land and Planning Restrictions: The house's purpose must comply with the nature of land planning. If a residential house is to be converted for educational use, it is necessary to go through the formalities for changing the land use in accordance with the law and ensure that the surrounding environment meets the site selection requirements for kindergartens (e.g., being far from pollution sources and main traffic roads).
- Educational Qualifications and Approval Procedures: An application for opening a kindergarten must be submitted to the educational authorities, along with materials such as the house property certificate, fire safety acceptance certificate, and health permit. On-site inspections are also required to ensure that the venue, facilities, and teaching staff meet the requirements of regulations such as the 'Regulations on the Administration of Kindergartens'.
- Safety and Fire Protection Requirements: In addition to earthquake resistance, the house must also meet standards for fire safety, building structural safety, and health and epidemic prevention. For example, facilities such as fire exits, evacuation signs, and emergency lighting must be complete and pass the inspection of the fire department.
Comprehensive Assessment Recommendations
If a prefabricated house is of a frame structure or another type with good earthquake resistance and has been confirmed by a professional institution to meet seismic requirements, and also satisfies the above application conditions, it can be used to open a kindergarten. If it is of a prefabricated panel structure or has other safety hazards, structural reinforcement or the selection of another compliant venue is required to ensure the life safety and legitimate rights and interests of young children.
