Can Mobile Toilets Be Placed on the Roadside?

Admin October 16, 2026

Mobile toilets can be placed on the roadside, but certain conditions must be met and relevant regulations must be followed.

Placement on the Roadside in Specific Engineering Scenarios

In road and bridge construction scenarios, the placement of mobile toilets (temporary restrooms) offers high flexibility. Construction areas are usually large, with workers distributed at different work points. To facilitate their use, temporary restrooms can be placed near the construction area, worker rest areas, or material yards. These areas are often close to the roadside, and some are even right on the roadside, to meet workers' restroom needs during work breaks. The same applies to municipal pipeline and landscaping projects, where temporary restrooms can be placed inside fences or on the roadside. Fences are generally set up around the construction area to separate it from the outside world. Placing mobile toilets inside fences or on the roadside does not affect the normal progress of construction and provides convenience for construction workers and passersby in the vicinity.

Roadside Planning for Urban Public Needs

From the perspective of urban public services, there are practical needs and planning cases for placing mobile toilets on the roadside. Taking Xi'an Chanba Second Road as an example, some citizens have called for the construction of mobile public restrooms on this roadside due to the inconvenience of restroom access for nearby residents. The functional departments have conducted investigations in response to this appeal, indicating that the placement of mobile toilets on the roadside is considered and evaluated in urban management. Although not all roadsides are suitable for such placement, individual locations that meet various requirements such as urban planning, environmental sanitation, and traffic order can be included in public restroom planning and have mobile toilets placed there after examination.

Requirements for Placement

However, placing mobile toilets on the roadside is not arbitrary. Consideration must be given to the impact on traffic, ensuring that they do not obstruct the normal passage of vehicles and pedestrians. They must comply with environmental sanitation standards to avoid causing pollution and the spread of odors. They should also be in harmony with the surrounding urban landscape and not affect the overall image of the city. At the same time, relevant urban management laws and regulations must be followed, and approval and permission from relevant departments must be obtained before placement.
